Provincial Government Proclamation




Rolls for the election of the Superintendent of such Province, and the election of the Members of the Provincial Council thereof:

Now therefore, I, Sir James Fergusson, Baronet, the Governor of the Colony of New Zealand, in pursuance and exercise of the power and authority vested in me by the said Act, do hereby proclaim, direct, appoint, constitute, and provide as follows:—

  1. The Provincial Council of the Province of Westland shall consist of fifteen Members.

  2. The said Province shall be and the same is hereby divided into seven Electoral Districts, that is to say,—Hokitika, Greymouth, Paroa, Arahura, Kanieri, Totara, and Okarito, the boundaries of which said Districts are described and set forth in the Schedule to this Proclamation, and are delineated on the map or plan thereof deposited in the office at Wellington of the Colonial Secretary, and which map or plan is signed by Gerhard Mueller, Esquire, Chief Surveyor, appointed under “The Westland Waste Lands Act, 1870.”

  3. The number of Members to be elected to serve in the Provincial Council for the said several Electoral Districts shall be as follows, viz.:—

For the Electoral District of Hokitika, 3 Members.
For the Electoral District of Greymouth, 3 ditto.
For the Electoral District of Paroa, 2 ditto.
For the Electoral District of Arahura, 2 ditto.
For the Electoral District of Kanieri, 2 ditto.
For the Electoral District of Totara, 2 ditto.
For the Electoral District of Okarito, 1 ditto.

  1. The first Electoral Rolls for the election Members of the said Provincial Council shall be prepared by GERARD GEORGE FITZGERALD, Esq. R.M., who, within fifteen days from the date hereof, shall form such Rolls by placing the name of every person who is at this present time registered as an elector entitled to vote in the election of Members of the House of Representatives on account of any tenements or hereditaments comprised within the limits of the said Province, on the Electoral Roll of that one of the said districts within which the the tenements and hereditaments in respect whereof he is so registered are situated.

  2. The Rolls so to be formed as aforesaid may be partly written and partly printed, or wholly written or wholly printed, as may be most convenient, and shall, within twenty-two days from the date hereof, be severally published by the said Gerard George FitzGerald, by affixing the same to the outer door of the Resident Magistrate’s Court in the respective districts to which such Rolls shall relate, or in some other public and conspicuous place within the said districts.

  3. Every such Roll so affixed as aforesaid shall be signed by the said Gerard George FitzGerald, and from and after the day of such publication the said several Rolls shall be the Electoral Rolls to be used respectively for the said districts for the election of Members of the said Provincial Council until new Electoral Rolls shall be made for the same under the provisions of the law in force for the time being for the registration of electors.

  4. The first Electoral Roll for the election of the Superintendent of the said Province shall be prepared by the said Gerard George FitzGerald, who, within fifteen days from the date hereof, shall form the same by placing thereon the name of every person who is at this present time registered as an elector entitled to vote in the election of Members of the House of Representatives on account of any tenements or hereditaments comprised within the limits of the said Province, so as that the whole of such names shall appear on one Roll to be formed under the authority hereof.

  5. The provisions contained in the fifth and sixth clauses hereof shall be applicable to the formation of the said Roll for the election of the said Superintendent, except that it shall only be necessary to publish the same by affixing copies thereof signed by the said Gerard George FitzGerald on the outer doors of the Resident Magistrate’s Courts at Hokitika and Greymouth respectively.

From and after the day of such publication the said Roll shall be the Electoral Roll to be used for the election of Superintendent of the said Province until a new Electoral Roll shall be made for the same in accordance with law.

Given under the hand of His Excellency the Right Honorable Sir James Fergusson, Baronet, a Member of Her Majesty’s Most Honorable Privy Council, Governor and Commander-in-Chief in and over Her Majesty’s Colony of New Zealand and its Dependencies, and Vice-Admiral of the same; and issued under the Seal of the said Colony, at Wellington, this eighth day of November, in the year of our Lord one thousand eight hundred and seventy-three.
