eight, and thirty-nine, and in section fifty-two, and relating to agricultural leases shall have no force or effect upon any gold field until after the Governor shall, by proclamation in the New Zealand Gazette, have proclaimed and extended the operation of the said part and sections to the Province wherein such gold field shall be situate:

And whereas, by "The County of Westland Act, 1868," it is enacted that the word "Province" in any Act of the General Assembly shall include the County of Westland :

And whereas, by a proclamation, bearing date the eighth day of July, one thousand eight hundred and sixty-nine, and published in The New Zealand Gazette number thirty-eight, of the ninth day of July, 1869, His Excellency the Governor proclaimed and extended the fifth part of the said Act, including sections thirty-three, thirty-four, thirty-five, thirty-six, thirty-seven, thirty-eight, thirty-nine, and section fifty-two of the said Act to the County of Westland :

And whereas, by a proclamation, bearing date the eighteenth day of August, 1869, and published in the New Zealand Gazette, number forty-five, of the twenty-first day of August, 1869, His Excellency the Governor, by and with the advice and consent of the Executive Council of the Colony, did delegate unto Conrad Hoos, Chairman of the County Council of Westland, all the powers vested in him by the fifth part of the said Act, so long as he shall continue to be such Chairman, and so as to take effect only within the County of Westland :

And whereas, by a proclamation bearing date the twenty-ninth day of December, one thousand eight hundred and seventy, and published in The County of Westland Gazette, number one, of the seventh January, 1871, Conrad Hoos, Esq., the then Chairman of the County Council, did proclaim that the land particularly mentioned and described in the schedule annexed to the said proclamation should be, and the same was thereby selected and set apart for the purpose of granting agricultural leases thereon and therefor, and did further proclaim that the regulations published in The County of Westland Gazette of March 1st, 1870, relating to agricultural leases shall be applicable to leases and licenses granted for agricultural purposes within the block mentioned in the aforesaid schedule with the exception of the eighteenth regulation which should be read as thereinafter mentioned :

And whereas, it is expedient to rescind the said last recited proclamation :

And whereas, in a proclamation bearing date the twenty-seventh day of January, one thousand eight hundred and seventy-one, and published in the New Zealand Gazette, number sixteen, of the seventh March, 1871, His Excellency the Governor did, with the advice and consent of the Executive Council of the Colony of New Zealand, delegate unto me, Henry Hermann Lahman Chairman of the County Council of Westland, all the powers vested in the Governor and the Governor in Council under "The Gold Fields Act, 1866" and "The Gold Fields Act Amendment Act, 1869," except the powers conferred by sections twenty-two, forty, forty-eight, sixty, ninety-six, and one hundred and seven of "The Gold Fields Act, 1866," to have, hold, and exercise within the said County the said powers hereby given to the said Henry Hermann Lahman, so long as he shall continue and remain Chairman of the said County Council and no longer : Provided always that copies of all rules and regulations made under the said delegation shall be forthwith transmitted to the Colonial Secretary, in order that the same may be laid before the General Assembly, in accordance with the provisions of the one hundred and tenth clause of "The Gold Fields Act, 1866 :"

Now therefore, I, Henry Hermann Lahman, Chairman of the County Council of Westland, in exercise and pursuance of the powers in that behalf delegated unto me, do hereby revoke the said proclamation, and do hereby proclaim that the said proclamation shall be and the same is hereby revoked.

Given under my hand, at Hokitika, this second day of August, one thousand eight hundred and seventy-one.

WHEREAS, by the twelfth section of "The Gold Fields Act, 1866," it is enacted that it shall be lawful for the Governor, upon application being made, to grant special claims of greater area than may be determined by the regulations to be made under the eleventh section of the said Act, for the purpose of carrying on mining operations under circumstances of extraordinary
