✨ Miscellaneous Regulations and Notices
and repeal bye-laws and regulations for regulating the packing, landing, and shipping, deposit and removal of Gunpowder and other explosive substances and compounds:
And whereas by an Order in Council, dated the twenty-fifth day of June, one thousand eight hundred and sixty-eight, certain bye-laws and regulations for the several ports and harbours of the Colony of New Zealand were made and promulgated:
And whereas it is desirable to vary so much of the said bye-laws and regulations as relates to the packing, landing, and shipping, deposit and removal of Gunpowder, and to make the additional bye-laws herein contained:
Now, therefore, His Excellency the Governor, with the advice and consent of the Executive Council of New Zealand, and in pursuance of the above-recited power and authority, doth hereby make the following additional bye-laws for the several ports of New Zealand, and doth order that the same shall come into operation and take effect from the date of publication hereof.
BYE-LAWS.

The term “Gunpowder,” in the said bye-laws and regulations, shall mean gunpowder in bulk, or made up in canisters or cases, or in the form of cartridges, and also shall include and mean fireworks, guncotton, nitro-glycerine, nitroleum, or any similar preparation or compound which is used, or may be used, for blasting purposes, or which, when struck or ignited, is capable of producing a dangerous explosion; and the whole of the regulations aforesaid shall apply to gunpowder as so defined, provided the total quantity (in however small packages) shall exceed fifty pounds.

The regular gunpowder anchorage, referred to in the 87th clause of the said regulations, shall mean that part of any harbour or anchorage which has been, or shall have been, regularly set apart by the Superintendent, under Proclamation in the Gazette of the Province of which he is Superintendent, or in the case of such harbour or anchorage not being in any Province in the New Zealand Gazette, as a gunpowder anchorage; and the “Magazine,” referred to in the 90th and 91st clauses of the said regulations, shall mean any magazine, or magazines, which have or shall have been proclaimed public magazines in manner aforesaid.

The limitations of regulations and definition of terms which form the first section of the above-recited harbour and quarantine regulations, shall apply to these additional regulations.

Shifting of the “Tranmere” Buoy, Manukau Harbour.

NOTICE is hereby given that the “Tranmere” Shoal Buoy, Manukau Harbour, has again shifted. Mariners are warned not to place any dependence on it.

THE following Regulations under which Head Water-Race Companies may receive Guarantees from the County Council have been adopted by the Council, and are published for general information.

REGULATIONS UNDER WHICH HEAD WATER-RACE COMPANIES MAY RECEIVE GUARANTEES FROM THE COUNTY COUNCIL.
Adopted by the County Council, 22nd February, 1869.

That in such cases as those alluded to in these regulations, one-half the necessary capital may be guaranteed by the Council for the construction of Head Water-Races.

The other half of the necessary capital shall be subscribed for, and, at least, one-fourth of the subscribed capital paid up by bonâ fide shareholders; such money to be paid into a separate account, in the name of the Company, and some person to be appointed by the County Chairman, and not to be withdrawn, except by cheques, signed by the Manager of the Company, and the person appointed by the County Chairman, as above.

All money received by the Company from whatever source, shall be paid into the account of the Company, alluded to in regulation 2, and shall be subject to the restrictions contained in that section, until the capital of the Company be fully paid.

The Company, applying for aid to the Council, shall be composed of at least 20 persons.

Each Race, to be constructed under these regulations, shall carry not less than 30 Government Heads of Water.
