Rules of the Provincial Council Library

Provincial Council Library,
Wellington, 29th Oct., 1873.

THE Provincial Council Library will be re-opened for the issue of books to Honorary Members on and after Saturday the first day of November next.

Persons who desire the privilege of making use of the Library, must apply in writing to the Chairman of the Library Committee.

The following rules which have been passed by the Committee, are published for general information.

RULES

  1. The Library shall be open to Honorary Members every day in the week, except Sundays and Public Holidays, between the hours of 11 a.m. and 1 p.m.

  2. Any member who desires to take out any volumes from the Library is to sign his name, and enter the title of the book in a book kept for that purpose.

  3. In cases where members are unable to apply and give their signature personally, a memorandum addressed to the Librarian, specifying the work and bearing the member’s signature, shall be deemed sufficient; and such memorandum shall be equivalent to a member’s signature of receipt for the volume or volumes issued, with all the responsibility attaching thereto.

  4. Before and after the hours specified in Rule 1, for keeping the Library open, it will be closed to Honorary Members.

  5. Not more than two volumes will be issued at one time to the same member, and fourteen days will be allowed for the use of such volumes.

  6. Members will be held responsible for the condition and safe keeping of volumes standing in their names; and any volume lost or defaced, must be made good by the member in whose name it stands—or the set, supposing it to form one of a set.

  7. When a member returns any volume he will make an entry to that effect, specifying the date in a column set apart for that purpose in the Delivery Book, and leave it on the table with the attendant, who will replace it in its proper place on the shelves.

  8. Over-due volumes will be written for by the Librarian, and must be returned immediately on such application. A member desiring to keep a work more than fourteen days must return the same to the Librarian on the expiration of fourteen days from issue, and enter a fresh application, if no other application stand in the way.

  9. Valuable illustrated works, maps, and books of general reference, must not be removed from the Library.

  10. Members desirous of referring to newspapers on the files, will be allowed the complete file for reference, but in no case must a newspaper be removed from the file.

  11. Monthly and quarterly periodicals may be issued to members in the same manner as other books, after fourteen days from the date of their reception in the Library, and six days will be allowed for the use of such volumes.

  12. Any person who shall transfer any book to any other person, instead of returning it to the Librarian, or who shall return any book in a dirty, damaged, or defective state, or with any written notes or memorandum upon it, will have his admission to the Library withdrawn.

  13. After each Session as soon as convenient, the Librarian shall take an account of the books in the Library, and for that purpose shall address a circular to each member who has any volume in his possession, in order that the same may be returned within a given time.

  14. The Librarian is requested to report to the Library Committee any infringement of these rules.

  15. Any person wishing to become an Honorary Member of the Library, must make a written application to the Committee through the Chairman.

  16. That a recommendation book be kept on the table.

John Moratson
to be a Warden for Ward No. 1, of the Castle Point Highway District, in the place of Henry Dymock resigned.
