Sir,--
I have the honor to forward a report of the state of the flocks in this part of the East Coast District for the year ending the 30th November, 1871.
I have purposely delayed sending it in at an earlier date, as it is impossible in such a rough part of this District to tell what the true state of any flock is before they come in at shearing, as the danger from stragglers is so great in cases where they have been scabby the previous season.
On many of the runs settlers are unable to make sure of mustering every sheep. I do not consider any of those rough runs safe for at least a year after any sign of scab having been seen in the flock. In such cases it would be manifest injustice to withhold a clean certificate, after sheep owners had cleaned their flocks, merely because there was a chance of their becoming reinfected from stragglers that may have been in the bush for a year or more.\n
Owing to so much rain having fallen last winter, the completion of large contracts for boundary fences has been prevented, but as they will be finished this summer we may fairly expect that decrease of scab next season will repay sheepowners for their outlay.
Ten out of the flocks reported scabby are so slightly infected that I believe they may become entitled to clean certificates before winter, although the causes previously mentioned may operate against some of them next season.
