Sir,--
I have the honor to hand you the above Annual Return of Sheep for the Wanganui and West Coast Districts for the year ending 31st May, 1870, which shows a decrease of 31,853 when compared with my last return for the year 1869.
It will also be seen that I have not succeeded in getting Scab eradicated from the district as I anticipated when I sent in my last report, as there are still several infected flocks, although upon the whole there is less actual scab than at the time of any former annual report during my period of office, as some of the flocks which appear scabby in the Return Sheet have simply had their clean certificates cancelled, owing to their having mixed with sheep from infected flocks.
I may, at the same time, add that I am of opinion that, under the working of the present Act there is no hope of ever being able to guarantee the entire eradication of the disease. If the Government should feel disposed to make any amendment, I shall be most happy to render every information, or, if required, make some suggestions towards the amendment of the present Act, so far as the working of it is concerned in my district.
