Circular.
Sir,—With reference to my Circular of the 17th instant, apprising your Honor of the instructions that have been issued on the subject of the distribution of the Revenues of New Zealand, I am directed by His Excellency the Officer Administering the Government, to state that it is intended that the new arrangement should have effect from the 1st of July last, and that any payments which may have been made into the Provincial chest of Wellington in excess of the proportion now authorised, should be adjusted in future payments.
The Sub-Treasurer has been accordingly instructed to re-apportion the net Customs Receipts for the past period of the financial year commenced on the 1st of July last, and to deduct the excess of two-thirds over one-half of those receipts, (which has been paid into the Provincial chest of Wellington, under Governor Grey’s Regulations, on account of the current financial year,) out of the next monthly apportionment to the Province of Wellington.
The Commissioners of Crown Lands, at Wellington and Ahuriri, have also—as regards the Land Fund—been instructed to re-apportion the Land Revenues for the past period of the financial year commenced on the 1st of July last, and if any over payments have been made into the Provincial chest of Wellington, on account of the current financial year, to make the necessary deduction out of the next monthly apportionment of that Province.

Sir,—With reference to the published statement of the Accounts of this Province for the quarter ending 31st March, 1854, we beg to refer your Honor to the letter we addressed to you on the 8th November enclosing that statement, in which, in compliance with the Regulation laid down in your Honor’s Instructions of the 17th June, we certified to your Honor that the balance of £6386 18s. 5d. due on the 31st March, 1854, was at that date actually in the hands of the Provincial Treasurer.
In future statements we will take care that the certificate appears on the face of the Balance Sheet rendered by us.

Sir,—In transmitting to your Honor the statement of Public Receipt and Expenditure for the quarter ending 31st March, 1854, we have to make the following report up to that period.
In conclusion we beg to certify that the Treasurer’s Accounts for the quarters ending 31st December, 1853, and 31st March 1854, are correct, and that the balance due by him on the 31st March, namely, £6386 18s. 5d., was then in his hands.
