Police Department,
New Plymouth, June 30, 1871.
Sir,—I have the honor to forward to you a report of the Police and other Departments for the year ending 30th June, 1871.—I have, &c.,

Sergeant of Police.
Report of Police Department for the year ending June 30, 1871.
The Police Department consists of one sergeant and two constables, whose duty it is to protect the lives and property of the inhabitants as far as lies in our power. To preserve order in town; to prevent fighting or breaches of the peace; to keep strict watch by day and night in the neighbourhood of the town, and a sharp look-out for fire, and if any should break out, to ring the fire bell and give alarm. To obey orders of his Honor the Superintendent and Resident Magistrate, and attend at their offices daily for orders. To summon all grand and petty jurors for the Supreme and District Courts, and attend on duty at the said Courts when sitting. To summon jurors for Coroner’s inquest, and accompany the Coroner to where the inquest is held. To enforce the Impounding and other Ordinances, when necessary, and assist any person requiring our assistance. The service of a saddle horse is allowed for the use of the Police Department. The following is a list of convictions in the Resident Magistrate’s Court for the year ending 30th June, 1871:—
23 for drunkenness.
1 for stealing from a dwellinghouse.
2 under the Vagrant Act.
84 head of Cattle impounded by Police for wandering in town.

Sergeant of Police.
I am keeper of the Public Pound for the Town of New Plymouth. My duty is to receive all fees, driving charges, and ordinary damages (if any) claimed by persons impounding cattle, to pay over to the person impounding such cattle the driving charges and damages, on demand. To supply food and water to any cattle that may remain in pound, and not released after the expiration of twelve hours; to sell any cattle by public auction under an order from the Resident Magistrate’s Court, that may remain unclaimed at the expiration of twenty-one days; to pay all fees received to the Assistant Provincial Treasurer on the 1st day of each quarter of the year, as directed by the “Impounding Ordinance, 1870.”

Poundkeeper.
I am Registrar of Dogs for the Town of New Plymouth. My duty is to register all dogs for the Town of New Plymouth, receiving ten shillings for the register of each dog over three months old up to the 30th June, and five shillings for each dog arriving at the age of three months after that date. To issue tickets, and get a written description from each person registering their dogs. To supply the Dog Registrars of the country districts with stamped tickets. The Government charge for each ticket supplied to country registrars is sixpence each ticket. The whole of the fees that are received by me I pay to the Assistant Provincial Treasurer, on the first day of each quarter, as directed by the “Dog Registration Ordinance, 1867.”

Registrar of Dogs for Town of New Plymouth.
I am Inspector of Weights and Measures. My duty is to adjust and compare all weights, measures, scales, and machines; to see that they are correct in weight and measure, and receive the fees for adjusting, comparing, and stamping the same; paying all fees received into the Bank of New Zealand to the credit of the Public Account, and forward on the last day of each month to the Receiver-General, at Wellington, the Bank receipt and the copy of a cash book declared before a Justice of the Peace, as provided by the “Weights and Measures Ordinance, 1868.”
The weights and measures are kept for safety in an office provided by the Provincial Government, at Mount Eliot.

As Sergeant-at-Arms, it is my duty to prepare the Council Chamber and attend there while the Council is sitting, and carry out the orders of the Speaker of the Provincial Council.
