PROCLAMATION

By His Honor HENRY ROBERT RICHMOND, Esquire, Superintendent of the Province of Taranaki.

WHEREAS by an Order in Council dated the twenty-first day of January, 1867, the powers vested in the Governor by the 10th and 37th sections of "The Marine Act, 1866," for fixing pilotage rates and the point or distance at which a pilot may quit any vessel, were, amongst others, delegated to me for the Province of Taranaki as Superintendent of the said Province. And whereas by the 25th section of the said Act power is given to the Superintendent of each Province to make rules "for the governing and regulation of porters, carters, carmen, and others carrying goods, or using or driving horses, waggons, carts, drays, trucks, or other carriages for conveying passengers, goods, merchandise, or other commodities to or from docks or wharves."

Now therefore, I, HENRY ROBERT RICHMOND, Esquire, Superintendent of the Province of Taranaki, do hereby, in exercise of the said recited powers, declare that the following rules shall be in force at the Port of New Plymouth, from and after the date of the publication thereof in the Government Gazette of the Province of Taranaki.

PILOTS AND PILOTAGE.

  1. The Pilotage chargeable at the Port of New Plymouth, both for sailing vessels and steam vessels, shall be at the rate of Threepence per registered Ton inwards, and the same outwards, but not exceeding Three Pounds each way.

  2. Any Pilot who shall leave a vessel, of which he is in charge going outwards, before she is at least half-a-mile to seaward of the outer anchorage buoy, except with the consent of the master of such vessel, shall be liable to a penalty not exceeding Twenty Pounds.

CARTERS.

  1. Any Carter, or the driver of any vehicle, who shall bring his cart or vehicle within ten yards of a cargo boat or lighter discharging or taking in cargo, without permission from the Harbour Master or from some person authorised by the Harbour Master to take charge of the landing-place, shall be liable to a penalty not exceeding Five Pounds.

  2. If any Carter, or the driver of any vehicle, shall have placed his cart or vehicle in a position which, in the opinion of the Harbour Master or person in charge of the landing-place, obstructs the landing or shipping of cargo or the working of the cargo boats or lighters, he shall remove such cart or vehicle when requested to do so, to any other position which the Harbour
