PROVINCIAL COUNCIL.
THE Superintendent opened the 7th Session of the Provincial Council at the Council Chamber on Monday, the 7th instant, at ½ past 10 o’clock, a.m., and delivered the following ADDRESS.
Mr. Speaker, and Gentlemen of the Provincial Council,—
Acting upon a Resolution of the Council passed at the close of the last session, I have called you together at the earliest period that the public accounts for the past year could be laid before you in a complete form. These, together with the Estimates for the present year, will now be laid before you.
I am aware that the present time of meeting must be inconvenient to most of you, but the business requiring your immediate attention is considerable.
Two Resolutions, to be concurred in by the Superintendent, will be required to give effect to the Resolutions of the last session with respect to letting the sea beach and land contiguous thereto, for the purpose of working the iron sand ore—one recommending his Excellency the Governor to execute a lease of the sea beach; and the other signifying your approval of a lease of the adjoining land, to be executed under the 41st clause of the Land Regulations.
These are the only measures which I propose to submit to you at the present time in addition to the bill providing for the public expenditure for the year 1859.
It is my intention afterwards to prorogue the Council for a short period, when I shall lay before you several measures for your consideration, including bills for contracting the Town and providing for new lines of roads.
A new Court House and Gaol are urgently required, but the outlay necessary for their erection is beyond the present means of the Province. I trust, however, with the aid of the General Government, at the commencement of the next session to be enabled to lay before you a definite plan for meeting this great want without further delay.
The building of the Waiwakaiho bridge is progressing favourably. This bridge so seriously needed will prove of great benefit; but it cannot be disguised that the construction of so extensive a work is a serious drain on our limited resources.
It is satisfactory to state that, with the exception of a Dog Registration Ordinance, the Ordinances of the last session, most of which largely affecting local interests, have been allowed by his Excellency the Governor, namely:—
