Sir,—I am directed by the Officer commanding the Troops in New Zealand to transmit for your information the annexed Copy of a letter from His Excellency the Governor of the Colony.

Auckland, 15th September, 1855.

Sir,—In order to ensure unity of action and efficiency in the negociation and the transaction of business that may require to be performed at New Plymouth, to which place you are about to proceed, it is my wish and I empower you, being Senior Member of the Executive Council to act as the Senior Civil Servant of the Crown to take the management of the Civil business at that place, and it is my wish, and I direct all Officers of the Government shall aid and assist you and receive instructions from you.

It is unnecessary for me to give you any further instructions, you being a Member of the Executive Council and in full possession of the views of the Government.

I HEREBY NOTIFY that the Provincial Council of the Province of New Plymouth was on Thursday the 27th day of this present month of September by me prorogued until Thursday the 22nd day of November next.
