trading vessels trading to the ports of such Province only as to him shall seem proper to be so exempted; to have and exercise the said powers hereby delegated to the said John Parkin Taylor, Esq., so long as he shall continue and remain Superintendent of the said Province, and no longer, subject nevertheless to such regulations as may from time to time be made by the Governor in Council under authority of clause fifty-one of the said last-mentioned Act.
