PROCLAMATION
Altering the fees for Registering Letters.
By His Excellency Sir George Grey, Knight Commander
of the most Honourable Order of the Bath, Governor and Commander-in-Chief in and over Her Majesty’s Colony of New Zealand and its Dependencies, and Vice-Admiral of the same, &c., &c., &c.
WHEREAS, by the Post Office Act, 1858, it is enacted that it shall be lawful for the Governor from time to time, by Proclamation to be published in the New Zealand Gazette, to fix, alter, and abolish the Rates of Postage at any time payable within the Colony, for the transmission of Letters and Newspapers by post, either between places within New Zealand, or to and from places beyond seas, and at what time the same shall be paid, and that the postage so made payable shall be charged and paid accordingly: And whereas by a Proclamation duly made and issued, bearing date the Twenty-ninth December, 1860, the Governor in Council did, in pursuance of the said recited power and authority, fix certain rates of postage, and the times at which the same respectively should be paid: And whereas it is desirable that the rates so fixed for Registering Letters should be altered in manner hereafter set forth:
Now therefore I, the Governor of New Zealand, in exercise of the said recited power and authority, with the advice and consent of the Executive Council, do hereby alter the rate of Registration Fee on Letters for transmission by post between places within the Colony; and I do proclaim and declare that such Fee shall be Sixpence, in addition to the Postage. And I further appoint and declare that this Proclamation shall take effect on and after the First day of February, One Thousand Eight Hundred and Sixty-five.
Given under my hand, at the Government House, at Auckland, and issued under the seal of the Colony of New Zealand, this Twenty-ninth day of December, in the year of our Lord One Thousand Eight Hundred and Sixty-four.

PROCLAMATION.
Limiting the Power of Franking.
By His Excellency Sir George Grey, Knight Commander of the most Honourable Order of the Bath, Governor and Commander-in-Chief in and over Her Majesty’s Colony of New Zealand and its Dependencies, and Vice-Admiral of the same, &c., &c., &c.
WHEREAS, by “The Post Office Act, 1858,” it is enacted that it shall be lawful for the Governor from time to time, by Proclamation to be published in the New Zealand Gazette, to fix, alter, and abolish the Rates of Postage at any time payable within the Colony for the transmission of Letters and Newspapers by Post, either between places within New Zealand or to and from places beyond seas, and at what time the same shall be paid, and that the Postage so made payable shall be charged and paid accordingly: And whereas, by a Proclamation dated the 29th day of December, 1860, certain Rates of Postage were fixed for the transmission of Letters in manner aforesaid: And whereas, by Proclamations dated respectively the 4th day of February and the 12th day of February, 1862, all Letters and Packets on the Public Service of the Colony, addressed and marked as therein provided, were exempted from the operation of the said Proclamation of the 29th December, 1860: And whereas it is expedient to limit such exemptions: Now, therefore,
I, the Governor, in further pursuance of the said recited power and authority, with the advice and consent of the Executive Council of New Zealand, do hereby proclaim and declare that the said two last recited Proclamations shall be, and the same are hereby repealed, save only as respects the Letters of Aboriginal Natives; and do declare that no Postage shall be paid or payable for transmission
