The Oreti Vaccination District—On the South by the Invercargill Vaccination district; on the West by the Waimatuku to the south-west angle of the Block under the Land Sales and Leases Ordinance; thence by a right line passing through White Hill to the river Oreti; thence by the Oreti to the Windley Junction; on the North by the Province of Otago; on the East by the River Mataura.

The Riverton Vaccination District—Bounded on the South by the Ocean; on the West by the Ocean, the River Waiau and Lake Manawapouri; on the North by the Province of Otago; on the East by the Oreti Vaccination district.

Given under my hand and issued under the Public Seal of the Province of Southland, this twenty-seventh day of January, One thousand eight hundred and sixty-four.

In pursuance of the power in me vested in that behalf, by a commission given under the hand of His Excellency the Governor and the seal of the Colony of New Zealand, I hereby appoint the following persons to be Members of the Committee within the Province of Southland, appointed for the purpose of encouraging the production of articles to be exhibited at an Industrial Exhibition to be held at Dunedin, of their transmission thither, and of conducting communication between Exhibitors and the Commissioners, in addition to the list of members of the said Committee, published in the Southland Gazette of October 21st, 1863, namely :—

RULES FOR THE CONDUCT OF BUSINESS IN DEPARTMENTS OF THE PROVINCIAL GOVERNMENT OF SOUTHLAND.

  1. The Head of each department will keep a Record Book, showing the daily duties and hours of attendance of each officer, in his department, and the reasons in cases of absence.

  2. A record shall be kept in each department of all communications received and sent.

  3. The accounts will be based on the Estimates passed by the Provincial Council in each year, and the heads of Expenditure will be the same in the accounts as in the Estimates.

  4. Every voucher will show the title of the vote and subdivision, and the item to which it is chargeable.

  5. Accounts defaced by erasures, interlineations, or defective in any way will be returned to the department to be made out afresh, or rectified, as the case may require.

  6. Heads of departments must not induce Expenditure in excess of the sums appropriated, without good cause shewn, and in all such cases special authority for incurring such excess must be obtained from the Superintendent.

  7. Where excess has been incurred from carelessness, or neglect, the sum in excess shall be made a first charge against monies due to the officer through whose carelessness or neglect such excess of Expenditure has arisen, unless the Superintendent should otherwise direct.

  8. Every officer of the Provincial Government now engaged in the field, whether on roads, survey, or railway, will send in a return specifying in detail all the Government property at present under his charge.

  9. All tents, tools, or implements required in future by any such officer, must be obtained upon a requisition signed by the head of the department requiring the same.
