PROCLAMATION

Superintendent of the Province
of Southland.
IN PURSUANCE of the power in me vested, I do hereby proclaim and declare that the Waste Lands of the Crown, comprised within the boundaries hereinafter described, shall be Quarantine Grounds within the meaning of, and under the provisions of, the “Diseased Cattle Act, 1861.”
The tract of land bounded on the South by the north boundary of Block I, Winton, on the West and North-west by the Railway fence and the Winton Stream; on the East by the line of the Winton Forest.
Given under my hand and issued under the Public Seal of the Province of Southland, this twenty-seventh day of January, One thousand eight hundred and sixty-four.

REGULATIONS UNDER PROVISIONS OF “DISEASED CATTLE ACT, 1861.”
IN pursuance of the power in me vested, I, James A. R. Menzies, Esquire, Superintendent of the Province of Southland, do hereby annul the Regulations made on the 16th inst. under the provisions of the “Diseased Cattle Act, 1861,” and make and issue the following regulations for destroying diseased cattle within the Province of Southland:

It shall be lawful for the Inspector of Cattle for the Province of Southland, appointed under the provisions of the “Diseased Cattle Act, 1861,” to muster and inspect any cattle within the said Province, with a view to satisfying himself whether any such cattle are infected with the disease called Pleuro-pneumonia, or any other infectious or contagious disease.

If such Inspector shall be reasonably satisfied that any such cattle so inspected by him, as aforesaid, are actually infected with the said disease called Pleuro-pneumonia, or any other infectious or contagious disease, he shall forthwith give notice to that effect to the owner of such cattle, or to the person in charge thereof, and it shall be the duty of such owner or person in charge, within twenty-four hours after such notice, to destroy the same.

If such cattle shall not be so destroyed within twenty-four hours after such notice as aforesaid, it shall be lawful for the Inspector to cause the same to be destroyed forthwith.

It shall be lawful for the said Inspector to give notice to the owner, if known, of cattle so destroyed, to burn or bury the carcases of such cattle within twelve hours after such cattle have been so destroyed.

Any person hindering or preventing the said Inspector from mustering or inspecting any cattle under the provisions of these Regulations, or refusing or neglecting to destroy any cattle within twenty-four hours after notice given as provided by Clause No. 2 of these Regulations, or refusing or neglecting to burn or bury such cattle as provided by Clause 4 of these Regulations, or in any way offending against these Regulations, shall forfeit and pay any sum not less than One Pound, nor more than One Hundred Pounds.

IN PURSUANCE of the power in me vested in that behalf, I hereby appoint the Stockyard, now in the occupation of Mr. Frank Pelling, at Wallacetown, to be a Public Pound; and I further appoint the said Mr. Frank Pelling to be the Poundkeeper of the same.
