THE following Ordinance, passed by the Provincial Council of the Province of Southland, intituled, "The Debentures Ordinance, No. 1, 1864," which Ordinance was reserved for the signification of the Governor’s pleasure thereon, having been laid before the Governor, His Excellency has been pleased to assent to the same.

Alteration of the Rates of Postage on Correspondence for Venezuela.

THE following Despatch respecting Rates of Postage on Correspondence for Venezuela is published for general information.

London, 16th March, 1864.

SIR,

I am directed by the Postmaster-General to inform you that on the 1st April next, and thenceforward, the postage upon letters conveyed between the United Kingdom and Venezuela will be increased from Sixpence to One Shilling the single rate (half an ounce), thus assimilating the rates of postage on correspondence for Venezuela to the rates recently authorized to be levied upon correspondence for British Colonies and Foreign Possessions in the West Indies, announced to you by my letter of the 19th March, 1863.

In acquainting you with this alteration, I request that you will be good enough to cause credit to be given to this Department in future upon all letters for Venezuela transmitted via the United Kingdom at the rates mentioned in my letter above referred to.

Respecting Abuse of System of Franking.

REPRESENTATIONS having been made to the Government that the privilege of franking letters free by Post has, in several instances, been greatly abused; Notice is hereby given to the Public Officers empowered to frank, that any abuse of this authority is a breach of the Law which renders the offenders liable to fine under the "New Zealand Post Office Act, 1858."
