I HEREBY CERTIFY that Mr. CHARLES TROUSDELL, of Riverton, in the Province of Southland, has this day, in terms of an Ordinance passed by the Legislative Council of New Munster, Session 1, No. 2, of 1849, and intituled "An Ordinance to define the qualifications and to provide for the remuneration in certain cases of Medical Practitioners," submitted for my examination his Diploma, admitting him a Licentiate of the Royal College of Surgeons in Ireland.

IT is hereby notified, that the Provincial Council of Southland have elected MATTHEW SCOTT, Esq., M.P.C. to be an Auditor of the Public Accounts under the provisions of the Ordinances of the Superintendent and Provincial Council of Otago, entitled respectively, the "Board of Audit Ordinance, 1854," and the "Board of Audit and Executive Council Ordinance, 1860," in the place of Robert Stuart, Esq., M.P.C., resigned.

WE, the undersigned Auditors of the Provincial Accounts of Southland, from the 1st of April to the 31st July 1861, find that between the above dates monies were received and expended under the authority of the Government of Otago, and of the Colonial Treasurer, Mr. Richmond; and that during this period the sum of Six Hundred and seventy-nine pounds was paid by Capt. Elles to the Agent for the Otago Government, but no balance sheet having been submitted to us, and the Vouchers for certain expenditure being at Auckland and Dunedin, we are not able to give the total revenue and expenditure during the above three months.

We also find that Nine Hundred and sixty-five pounds eighteen shillings and eleven pence have been expended on public works, under private guarantee, but without authority, the Vouchers for which expenditure we have examined and found correct.
