PROCLAMATION

Of Regulations for the depasturing of stock within the Waipori Depasturing District.

By His Honor James Macandrew, Esquire, Superintendent of the Province of Otago, in Council.

WHEREAS by Proclamation bearing date the 16th day of September, one thousand eight hundred and seventy-three, made by the Deputy-Superintendent of the Province of Otago, with the advice and consent of the Executive Council of the said Province, and published in the Otago Provincial Government Gazette, No. 872, under the hand of the said Deputy-Superintendent of the Province of Otago, and under the Public Seal of the said Province, certain Regulations were made for the depasturing of stock upon that portion of the Waste Lands of the Crown within the Otago Gold Field known as the Waipori Depasturing District: And whereas it is expedient to make further Regulations for the depasturing of stock within the said district:

Now therefore I, James Macandrew, Superintendent of the Province of Otago, by and with the advice and consent of the Executive Council of the said Province, do hereby by virtue and in exercise of the powers delegated to the Executive Government of the said Province in this behalf by His Excellency the Governor of New Zealand in Council under the authority of "The Gold Fields Act Amendment Act 1867," and of any and every other power in anywise enabling me in this behalf, proclaim and declare that the Regulations following shall be Regulations for the said Waipori District, in addition to those already in force.

DEPASTURING REGULATIONS.

Otago Gold Field, Waipori District.

  1. No sheep shall be depastured within the district.

  2. No bull over the age of six months, or entire horse over the age of twelve months, shall be depastured within the district without the consent in writing of a majority of the Wardens for that purpose first had and obtained.

  3. It shall not be lawful to drive or disturb cattle lawfully depasturing within the district, unless for the purpose of collecting cattle belonging to the person or persons so driving or disturbing the said cattle; and in such case the said cattle shall be driven to the nearest stock-yard, where the said person or persons so driving as aforesaid shall separate his or their cattle from the other cattle and drive the latter back to the place from whence they were taken.

  4. No person or persons shall remove or attempt to remove any cattle from the district unless twenty-four hours' previous notice in writing of his or their intention so to do shall have been given to the Board of Wardens for the said district.

  5. No pigs shall be allowed to be at large within the district.

DISTRICT ROAD BOARDS.

NOTICE.—Many communications from the Government to District Road Boards having gone astray owing to the absence of information as to the proper address of the Clerks, it is requested that the various Boards will be good enough to furnish the Provincial Secretary and the Chief Postmaster, Dunedin, with an address which will be permanent, irrespective altogether of the annual change of officers of the Board.

His Honor the Superintendent directs it to be notified that he has appointed

WHALING BONUS, £500.

The Provincial Government will pay £250 by way of Bonus to the first vessel which leaves the Province fully equipped for a whaling cruise; also £250 on her returning to the Province with a cargo of oil: Provided that such vessel is owned in, and hails from, a port within the Province. Provided also that she carries at least five boys as apprentices. Bonus will be paid on production of certificate from the Harbor Master that these provisions have been complied with.

NOTICE TO MARINERS.

Light-ship on the Timaru Bank, Dunedin Harbour.

NOTICE is hereby given, that on and after the 1st January, 1874, a Fixed White Light will be exhibited from a Light-ship moored on the Timaru Bank, in the Lower Harbour of Dunedin. It will show an unbroken light all round, and may be seen in clear weather five miles.

ELECTION OF A BOARD OF WARDENS FOR THE TUAPEKA DEPASTURING DISTRICT.

NOTICE is hereby given that an election of a Board of Wardens for the Tuapeka Depasturing District will be held at the Court-house, Lawrence, on Saturday, the 20th December next; and that nominations of candidates, in form prescribed by the Depasturing Regulations, will be received by the Warden on or before Friday, the 19th of that month.

TIME EXTENDED.

PROVINCIAL SCHOLARSHIPS.—The following Regulations of the Education Board respecting Provincial Scholarships are published for general information. School teachers are requested to forward to me, before the 1st April, 1874, a list containing the names and ages of intending competitors belonging to their several schools.

REGULATIONS.

  1. Two Scholarships in connection with the Boys’ High School, and two in connection with the Girls’ High School, shall be open for competition on the 7th of April, 1874, to boys and girls respectively who shall have attended the public schools of Otago for at least one quarter during the current year (1873). One of the boys’ and one of the girls’ Scholarships shall be bestowed on a boy and a girl respectively from the High Schools or the Grammar Schools. The other two Scholarships shall be conferred on a boy and a girl respectively from the ordinary District Schools. Competitors must be under sixteen years of age at the date of the competition.

  2. The holders for the time being of the said Scholarships shall be called “Provincial Scholars,” and shall be entitled to the privileges and advantages hereinafter specified. A scholarship shall be tenable as long as the holder of it remains a pupil of the Boys’ or Girls’ High School, but not longer than three years. The Education Board may extend the period of tenure in the case of any
