BY-LAWS passed by the Wardens of the Oteramika Hundred, 18th March, 1871:—
1st.—No cattle, of any description, shall be depastured on the unsold land within the Hundred, except by license holders.
2nd.—No sheep shall be depastured on the unsold land.
3rd.—No entire horse over twelve months old, and no bull over six months old, shall be depastured, without special permission of the Wardens.
4th.—All license holders shall, on or before 18th April, 1871, register with the nearest Warden, a statement of the number of cattle and horses depastured by them on the unsold lands within the Hundred, with their brands.
5th.—Before removing or slaughtering cattle, owners shall give notice in writing to the nearest Warden.
6th.—Any person about to bring cattle on the run shall, one week before doing so, furnish to the nearest Warden notice in writing, with such information as shall give opportunity for inspection.
7th.—No person shall be allowed to depasture on the unsold lands in the Hundred more than one head of cattle for every twenty-five acres of land owned or occupied by him in the Hundred.
8th.—All stray cattle may be impounded.
9th.—The penalty for any breach of the foregoing Bye-Laws shall be any sum not exceeding five pounds, to be recovered in a summary manner, in accordance with the 45th clause of the “Southland Waste Lands Act 1865.”

PROVINCIAL COUNCIL.
PRIVATE PETITIONS.
The following resolution by the Private Petitions Committee, which was afterwards adopted by the Provincial Council, is published for general information:—
“In concluding their labours, your Committee would recommend to the consideration of the Council the advisability of laying down as a rule of this House, that all Petitions should be first submitted to the Government, if possible, during the recess, before being presented to the Provincial Council; so that the Government may be prepared beforehand with any evidence they wish to procure, bearing on the prayer of the Petitions; and all applications for Reserves should be made to the Government during the recess, and brought down to the Council with their opinion thereon.
