The proposed line of Railway extends from Dunedin to Balclutha, a distance of about 51½ miles, and forms the outlet to the prosperous mining districts of Woolshed, Weatherston’s, Tuapeka, Teviot, and Switzer’s, and intersects the fertile agricultural districts of Green Island, Taieri, Tokomairiro, and Clutha.
By the Southern Trunk Railway Guaranteed Interest Ordinance (No. 2) 1867, the Government is empowered to guarantee interest at a rate not exceeding 8 per cent. per annum on the paid-up capital of any Company which may be formed for the construction of the proposed line of Railway, to the extent of £400,000 of such capital, and for a period of 15 years from the commencement of the works; and by the Southern Trunk Railway Guaranteed Interest Amendment Ordinance 1869, any Company formed for the construction of the Railway may make money payable to the Company under the guarantee payable to the holders of any Debentures which may be issued by the Company in order to raise capital for the construction of the Railway.
Plans and sections of this Railway and conditions of agreement, embracing specifications for the construction and working of the Railway, together with copies of the Acts and Ordinances authorising the construction of same and the guaranteeing of interest upon the capital to be expended, may be seen on and after the 15th December next at the Office of Public Works, Melbourne; and at the Office of Public Works, Sydney; and also at the Provincial Government Offices at Auckland, Wellington, Christchurch, and Dunedin; at all of which places statistical information of the population and trade of the Province may be obtained.
The Government will also be prepared to receive and consider alternative tenders for the construction of the Railway on any other conditions (within the provisions and restrictions of the Ordinances) which tenderers may propose.
Government will require satisfactory evidence that the tenderers will be able to command sufficient capital to enable them to construct the works in the event of their tender being accepted.
Each of the tenderers will require to deposit a sum of Ten Thousand Pounds (£10,000) as a guarantee of good faith. The deposits of such of the tenderers whose proposals shall be declined, will be returned forthwith; and the deposit of the successful tenderer will be returned, with interest at the rate of 5 per cent. per annum, as soon as labor and materials to the value of £10,000 shall have been expended upon the works.
