In Council,
from time to time, to order and direct that all or any of the powers, functions, duties, and authorities vested in or required to be performed by the Governor, or the Governor in Council, or the Colonial Secretary, by the said Act, within any Province or other District of the Colony, shall be exercised or performed by the Superintendent of any such Province, or by any other person the Governor may think fit; and thereupon such functions, powers, duties, and authorities may, by such Superintendent or other person, be exercised or performed within the Province or other District of the Colony specified:
Now, therefore, His Excellency Sir George Ferguson Bowen, the Governor of New Zealand, with the advice and consent of the Executive Council of the said Colony, in pursuance and in exercise of the power and authority for that purpose vested in him, doth hereby order and direct that all the powers, functions, duties, and authorities vested in or required to be performed by the Governor, or the Governor in Council, or the Colonial Secretary, by "The Lunatics Act 1868," within the Province of Otago, shall be exercised by the Superintendent of such Province.

A PROCLAMATION.
WHEREAS by "The Petty Sessions Act 1865," it is enacted that, as soon as conveniently may be after the establishment of a Petty Sessions District, and afterwards from time to time as may be deemed expedient, the Governor shall, by Proclamation in the New Zealand Gazette, appoint a meeting of the Justices of the Peace resident in such district to be yearly held within such district, at some specified time and place, for the purpose of choosing a Chairman of Petty Sessions and settling a rota of attendance: And whereas by an Order in Council bearing date the twenty-second day of July, one thousand eight hundred and sixty-eight, certain Petty Sessions Districts, including amongst others the district hereinafter named, were defined and established:
Now therefore I, Sir George Ferguson Bowen, the Governor of New Zealand, in pursuance and in exercise of the power and authority in that behalf vested in me, do hereby proclaim and appoint a meeting of the Justices of the Peace resident in the Clyde District to be held within such district, at the Court House at Clyde, at twelve o’clock noon, on Tuesday, the fifth day of January, one thousand eight hundred and sixty-nine, for the purpose of choosing a Chairman of Petty Sessions and settling a rota of attendance: And I do further proclaim the first Wednesday in the month of January, in each succeeding year, to be the day on which, and the Court House at Clyde aforesaid to be the place at which, shall thereafter be held the yearly meetings for the Clyde District, for the purpose of choosing a Chairman of Petty Sessions and settling a rota of attendance.
Given under the hand of His Excellency Sir George Ferguson Bowen, Knight Grand Cross of the Most Distinguished Order of Saint Michael and Saint George, Governor and Commander-in-Chief in and over Her Majesty’s Colony of New Zealand and its Dependencies, and Vice-Admiral of the same, at the Government House at Wellington; and issued under the Seal of the said Colony, this ninth day of December, in the year of our Lord one thousand eight hundred and sixty-eight.

WHEREAS by "The Lunatics Act 1868," it is enacted that the Governor in Council may from time to time, by Proclamation published in the New Zealand Gazette, proclaim any house or building provided or deemed suitable for the reception of lunatics, and wholly or in part supported out of any money appropriated for the purpose by the General Assembly, or wholly or in part supported by or at the cost of any Province or County or other division of the Colony, a Public Asylum within the meaning of the said Act:
Now therefore I, Sir George Ferguson Bowen, the Governor of New Zealand, by and with the advice and consent of the Executive Council of the Colony, do hereby proclaim all those Buildings, Offices, &c., situate on Sections 1, 2, 3, 4, and 5, Block XIX, and the adjoining portion of the Cemetery Reserve, Dunedin, as delineated on the map of the said town, being houses or buildings provided and deemed suitable for the reception of lunatics; and wholly supported at the cost of the Province of Otago, to be a Public Asylum within the meaning of "The Lunatics Act 1868," aforesaid.
