His Excellency the Governor has directed the publication of the following notice, describing the New Light on Cape St. Blaize, Mossel Bay, which will be exhibited on the 15th March, 1864.

CAPE ST. BLAIZE LIGHT, MOSSEL BAY.
A Lighthouse has been erected on Cape St. Blaize, Mossel Bay, a light from which will be exhibited on after the 15th of March, 1864.
Latitude of light, 34° 11' 10" S.
Longitude, 22° 9' 31" E.
High water at full and change, 3h. 30m.
Rise and fall, 6 to 7 feet.
Variation of the compass, 29° 50'.
Bearings are magnetic, distances nautical miles.
The lighthouse is a square tower standing on the Bluff of Cape St. Blaize, at an elevation of 240 feet above the sea. It exhibits a Red Fixed Light of the third order, Dioptric, and is visible between the bearings of N.N.W., round by the east, south, and west to S., 80° W., or N. 80° E. from a ship at a distance of ten or twelve miles in clear weather.

In virtue of the powers delegated to the Postmaster-General by His Excellency the Governor, the following appointments have been made in the Postal service of the colony.

Samuel Harman to be Postmaster at Linburn from 18th May, 1864.
Alexander Eastgate, to be Postmaster at Hindon, from 18th May, 1864.
Charles John Hatjen, to be Postmaster at Teviot, from 18th May, 1864.
John Coulman, to be Postmaster at Nokomai, from 1st May, 1864.
Respecting Abuse of System of Franking.
General Post-Office,
Auckland, 29th May, 1864.
REPRESENTATIONS having been made to the Government that the privilege of franking letters free by Post has, in several instances, been greatly abused: Notice is hereby given to the Public Officers empowered to frank that any abuse of this authority is a breach of the law, which renders the offenders liable to fine under the "New Zealand Post Office Act, 1858."

The undermentioned Officers are appointed examiners of Masters and Engineers of Coast and River Steam Vessels, in accordance with Clause V, "Steam Navigation Act, 1862."

A Fee of One Guinea will be charged for each examination.

A PROCLAMATION
Constituting the "Otago Gold Fields" a District under the "District Courts Act, 1858."
By His Excellency Sir GEORGE GREY, Knight Commander of the Most Honorable Order of the Bath, Governor and Commander-in-Chief in and over Her Majesty’s Colony of New Zealand and its Dependencies, and Vice-Admiral of the same, &c., &c.
WHEREAS by "The District Courts Act, 1858," it is enacted that there shall be within the Colony of New Zealand Courts of Record, possessing Civil and Criminal Jurisdiction, to be called District Courts, and the Governor is empowered from time to time as he shall think fit by Proclamation in the New Zealand Gazette, to constitute throughout the Colony, or in any part thereof, Districts within which such Courts shall be respectively held, and such Districts to abolish and the boundaries thereof to define and alter, and also to declare by what local name each such Court shall be designated.
Now, therefore, I, the said Sir George Grey, the Governor of the said Colony, in pursuance of the aforesaid authority, do hereby proclaim and constitute all the territory comprised within the Goldfields proclaimed, or hereafter to be proclaimed, in the Province of Otago, to be a District within which a District Court shall be held under the said Act.
And in further pursuance and exercise of the authority aforesaid, I do hereby declare that the aforesaid Court shall be designated by the name of "The District Court of the Otago Goldfields."
Given under my hand at the Government House at Auckland, and issued under the Seal of the Colony of New Zealand, this Seventh day of June, in the year of our Lord one thousand eight hundred and sixty-four.
