Now know ye, that I, John Hyde Harris, Superintendent of the Province of Otago, do hereby appoint

William Hunter Reynolds, Esq., M.H.R., M.P.C.
Thomas Tayler, Esq.,
to be Commissioners to enquire and report what Lands, adjoining or near to the Town of Port Chalmers, adapted to such purposes as aforesaid, should, in their opinion, be reclaimed from the sea, having regard to the present and the prospective requirements of the Port, the cost of reclamation, and the comparative suitability of the Lands for operations incidental to a Shipping Port: And also to prepare the necessary plans and estimates of the said reclamation: And to have, hold, and exercise all the powers competent to or devolving upon them by virtue of this Commission during my pleasure.

RULES AND REGULATIONS
To be observed in connection with the reception, opening, and determining of Tenders for Works required by the Provincial Government of Otago.
1st. The amount or nature of the Tenders of the different Contractors will not be published in the Provincial Government Gazette, or any public paper, until a Tender has been bona fide accepted, and the Contract Bond completed.
2nd. The names of the accepted Tenderers will be declared in the Government Offices at 3 o'clock in the afternoon of the day following that intimated in the advertisement, as the last day for receiving the Tenders; and immediately on the name of the party whose Tender has been accepted being called, it will be requisite that he or an agent acting on his behalf, be present, and prepared to lodge a cash deposit on the total amount of the Tender as under.
Two and a half (2½) per cent. on all sums of or over £500 and upwards, and five (5) per cent. on all sums below £500.
In no case is a deposit to be of less amount than ten pounds (£10).
And no Tenderer to send a Bank Cheque enclosed along with his Tender.

To all to whom these Presents shall come, GREETING:
WHEREAS the rapid increase of population in the interior of the Province of Otago has made it necessary that there should be provided more perfect means of communication than now exist between the populous parts of the Province and the Port of Otago, and between the various settled Districts of the said Province: And whereas it has appeared expedient that inquiry should be made as to what description of roads would be the best adapted to the circumstances of this Province, having regard to the locality thereof:
Now, therefore I, John Hyde Harris, as Superintendent of the Province of Otago, do hereby nominate and appoint
