Eight times in the year one vessel might go from Nelson to Wellington, Canterbury, Otago, and Melbourne, returning to Nelson, and on alternate voyages departing from and returning to Otago. One vessel would keep an easy monthly communication between the Manakau and all the southern settlements, including Otago. One vessel ready to take the place of either of the others would increase the above communication, be ready to carry assistance to any port of the colony requiring it, communicate occasionally with other ports, and cost but little when unemployed. Two steamers only could not be depended on to perform regularly what is required of them. Assuming the gross expenses to be £36,000, his Excellency said he had reason to believe that £20,000 might be calculated on at first from mails and passengers.

RESOLUTION passed by the Provincial Council on the 19th January 1856.

"That the Superintendent’s Message on the subject of Steam Communication between this and the other Provinces of New Zealand, as also with Australia, having been considered—Resolve, That the plan submitted by the Executive is one which meets with the cordial approval of this Council; and that a copy of this Resolution be communicated to his Honor the Superintendent, for transmission to his Excellency the Governor."

Gentlemen,—I have to thank you for your prompt and satisfactory disposal of the business submitted to your consideration.
I assent to the Land Regulations as now amended.
I have received your Resolution on the subject of Steam, and will transmit it to the Governor.
I now prorogue the Provincial Council to Wednesday, 5th March, at Eleven o’clock forenoon.
