ADDRESS of His Honor the Superintendent at opening the Provincial Council, 19th January, 1856.

To the Provincial Council of the Province of Otago.

GENTLEMEN, I regret the necessity that has occasioned your being called together on so short a notice, and at a season so inconvenient to many of you. Two matters require your immediate attention.

The presence of His Excellency the Governor is a subject of congratulation. You are aware that great anxiety has been manifested by this community to have the Land Regulations finally fixed. I have received a written communication on the subject of them from the Hon. the Colonial Secretary, of which I have ordered a copy to be laid before you. From it you will learn that objections have been stated by the Government to some of the Regulations adopted by the late Provincial Council, which renders it necessary that they be submitted to your re-consideration. It being of importance to avoid further delay as much as possible, I am sure that in calling you together, in order to avail myself of the present opportunity of having the Regulations re-transmitted to Auckland without delay, with such amendments as you make upon them, after considering the Despatch I have alluded to, I will not be disappointed in receiving your approbation.

The other matter I have referred to is the subject of Steam Communication, respecting which a special message will be delivered.

Important measures have been prepared, and are in train for being laid before you. But after the urgent business that has occasioned your present meeting has been disposed of, it is my intention to prorogue the House to an early day.

GENTLEMEN,—The Executive have held several conferences with his Excellency the Governor on the important subject of Steam Communication, in which his Excellency has evinced a lively interest. In course of these conferences the Executive have elicited from the Governor the following information:—

A steam vessel of about 350 tons, and 90 horse-power, the speed of which was great, contracted to go to the Cape at eight knots per hour, and could have
