HIS HONOR THE SUPERINTENDENT has been pleased to direct the publication of the following Resolution and message for general information.

RESOLUTION of Provincial Council of Otago, 7th May 1855.

“That this Council views with extreme regret the spirit of direct opposition to the Resolution of this house, and the wishes of the settlers of the Province of Otago, as recorded at the public meeting of 21st December, displayed by His Honor the Superintendent and his Executive Council in the instructions to and correspondence with the Immigration Agents appointed under the Immigration Ordinance, No. 4, Session II.

“That in the opinion of this house, the marked difference in the tone of the letters to the London Agent and to the Agents in Scotland is an insult to this house, as indicating a marked intention on the part of His Honor and his Executive Council to defeat the liberal views of the supporters of that Immigration Ordinance, and to narrow the field for the selection of immigrants not only to Scotland, but to particular localities of that kingdom. That this house entirely disapproves of, and records its dissent from such illiberality. That whilst this house desires to promote to the greatest possible extent the immigration of friends and relations of the present settlers, it views with alarm the endeavour to stop immigration from other quarters as tending to retard the harmonious progress of the Province, in which all classes of the community are alike interested, and to endanger

the titles of purchasers under the proposed Land Regulations, by precluding the possibility of fulfilling the obligations thereby entailed.

“That the neglect to instruct the London Agent, Mr. William Cargill, or to inform him of the instructions furnished to the other Agents, together with the tone of the letter informing him of his appointment, can only be looked upon as an attempt to induce that gentleman to decline the office; this house therefore desire to express to Mr. W. Cargill their full reliance upon his wisdom and discretion in the exercise of the duties of Agent, and earnestly request that he will accept the office of Agent, and not be induced to resign by reason of any neglect or slight to which he may have been, or may be subjected.

“That this house is persuaded that their views on this subject are entertained by a large majority of the people of Otago, who have ever displayed the same liberal spirit as manifested by Resolutions passed at a public meeting held in Dunedin on 21st December last.

“That the Speaker be requested to forward copies of the Resolution passed at the aforesaid meeting, and copies of this Resolution direct to Mr. William Cargill, and to Messrs. Auld and Crawford, as well as to His Honor the Superintendent.”

“That it is essential to the interests of this Province that any system of Immigration to be established by the Provincial Government shall have for its object the selection of a class of immigrants of good character, and that no preference should be given to any one of this class either from England or Scotland, but that they shall be put on the same footing of equality. And that two agencies shall be established for the selection of immigrants, one in England and one in Scotland, and that neither of these agencies shall have any control over the acts of the other.”
