Provided always, that no money borrowed, nor any part of the Public Revenue, shall be applied to the erection or maintenance of such ferries, or any purpose connected therewith, without the express sanction of the Provincial Council.

The said ferries shall from time to time be let by the Superintendent, with the consent of the Provincial Council.

It shall also be lawful to the Superintendent to license any house or inn at a ferry station, for the purpose of this Ordinance, at such times, in such manner, and upon such terms and conditions, and either with or without any annual payment, as to the Superintendent shall seem meet.

It shall also be lawful for the Superintendent, with the advice and consent of the Provincial Council, from time to time to make Rules for regulating the description of boats to be used on such ferries; the keeping of them tight and in good repair; the fares and freights of passengers, animals, and goods; the exemptions (if any) therefrom; and, generally, for further regulating the said ferries in such manner as will be most conducive to convenience and safety. Provided always, that no such rules shall have any force or effect until after they have been published in the Provincial Government Gazette.

(a) A full explanation of the late Sub-Treasurer’s accounts is yet to be obtained. According to a general statement made up by him, there appears to have been a balance due to the Provincial Government of £892 7s. 5d., of which have been paid as above the two sums of £280 4s. 11d., and £263 12s. 2d., —together, £543 17s. 1d.; leaving a balance still owing of £348 10s. 4d., which it is understood he is unable to pay, having lent it to the Crown Land Commissioner for the payment to Natives of land recently purchased.
(b) Two-thirds of the net Customs’ Revenue are payable to the Provincial Government under instructions from His Excellency the Governor.
(c) The whole of the Land Revenues, after deducting the payment to the New Zealand Company and the expenses of the Land-office and of Surveys, are payable to the Province for the purposes of Immigration, &c., &c., under instructions of His Excellency the Governor.
No returns of these revenues have yet been received from the Crown Land Commissioner.
(d) The Pilot gets, over and above his salary, one-fifth of the Pilot Dues collected by him, and pays over the remaining four-fifths to the Harbor Master, who accounts for them to the Provincial Treasurer.
