Notice of Direction to Appoint a Limited Statutory Manager for the Hato Petera College (33) Board of Trustees

Under section 78M of the Education Act 1989, with delegated authority from the Minister of Education, I hereby direct the appointment of a limited statutory manager for the Hato Petera College (33) Board of Trustees.

The following functions, powers and duties of the board are to be vested in a limited statutory manager:

  • All functions, powers and duties of the board as an employer (whether statutory or otherwise);
  • all functions, powers and duties of the board to manage financial operations (whether statutory or otherwise);
  • all functions, powers and duties of the board to establish policies and procedures (whether statutory or otherwise); and
  • all functions, powers and duties of the board to manage communications (whether statutory or otherwise).

The board will retain its primary duty of care as a person conducting a business or undertaking, under the Health and Safety at Work Act 2015, above and beyond all functions, powers and duties of this limited statutory manager.

This notice takes effect on the date of publication.

Amendment to the Terms of Reference for the Government Inquiry into Havelock North Drinking-Water

Pursuant to section 7(5) of the Inquiries Act 2013, and as the appointing Minister for the Inquiry, the Attorney-General amends the final reporting date in the notice titled Establishment of the Government Inquiry into Havelock North Drinking-Water, published in the New Zealand Gazette, 15 September 2016, Issue No. 81, Notice No. 2016-go5298.

The inquiry is to report its findings and opinions in writing to the appointing Minister in two stages:

  • Stage 1 will address matters directly related to the contamination event, focus on findings of fact and fault, and will report by 12 May 2017; and
  • Stage 2 will address systemic issues, lessons to be learned and provide recommendations, and will report by 8 December 2017.

The following persons are appointed to and constitute the inquiry during the period of extension:

  • The Honourable Lynton Laurence Stevens, QC (chairperson);
  • Dr Karen Olive Poutasi, CNZM (member); and
  • Anthony Edwin Wilson (member).

Approval of Code of Ethical Conduct (Notice No. MPI 731)

I hereby give notice that, pursuant to section 91 of the Animal Welfare Act 1999, I have approved, for a period of five years from the date of publication of this notice in the New Zealand Gazette, the code of ethical conduct submitted to me by SPCA College.
