Direction to Develop a Draft Transition Recovery Plan
Pursuant to sections 16 and 19 of the Canterbury Earthquake Recovery Act 2011 ("the Act"), the Minister for Canterbury Earthquake Recovery gives the following notice.
1.0. Title
1.1. This notice is a direction to the chief executive of the Canterbury Earthquake Recovery Authority (CERA) to develop a draft Transition Recovery Plan.
2.0. Direction
2.1. Pursuant to section 16(1) of the Act, I direct the chief executive of CERA (as a responsible entity) to prepare a draft Transition Recovery Plan in accordance with the process set out in this direction.
3.0. Geographic extent
3.1. In developing the draft Transition Recovery Plan, the chief executive of CERA must consider greater Christchurch.
4.0. Matters to be dealt with
4.1. The matters to be addressed by the draft Transition Recovery Plan must include, but are not limited to:
4.1.1. An overview of the current state of the recovery from the effects of the Canterbury earthquakes. This includes context of what has been achieved so far in recovery and what is still to be achieved.
4.1.2. Recovery result areas for central government.
4.1.3. An overview of central government recovery functions proposed to continue after 18 April 2016, and how they will be delivered.
4.2. The Transition Recovery Plan may identify programmes of further work to be undertaken.
5.0. Development of draft Transition Recovery Plan
5.1. Pursuant to section 19(1) of the Act, and having regard to the matters in section 19(2) of the Act, I direct that the draft Transition Recovery Plan is to be developed in the following manner, including the following consultation requirements:
5.1.1. The chief executive of CERA must undertake appropriate consultation with the Advisory Board on Transition.
5.1.2. The chief executive of CERA must develop the Transition Recovery Plan through consultation with the Strategic Partners (Christchurch City Council, Selwyn and Waimakariri District Councils, Te Rūnanga o Ngāi Tahu and Environment Canterbury).
5.1.3. The chief executive of CERA may consult with central government agencies and any other organisation the chief executive considers appropriate.
