2015 Reassessment of Anti-dumping Duty: Galvanised Wire From Malaysia

Pursuant to section 14(6) of the Dumping and Countervailing Duties Act 1988 ("the Act"), the Minister of Commerce and Consumer Affairs, having carried out a reassessment of the anti-dumping duty applying to imports into New Zealand of galvanised wire from Malaysia, following the completion of a review under section 14(8) of the Act, and having determined a new rate of anti-dumping duty applicable to those goods, gives the following notice.

Title and commencement—(1) This notice may be cited as the "Reassessment of Anti-dumping Duty: Galvanised Wire From Malaysia".

(2) This notice replaces and supersedes all previous notices in relation to the subject goods described below in the First Schedule.

(3) Pursuant to section 17 of the Act, the reassessed anti-dumping duty, set out in the Second Schedule to this notice, shall apply to imports of the goods specified in the First Schedule with effect from the day after the date of this notice.

Description of Goods

The subject goods that the reassessed anti-dumping duties apply to are described as:

Galvanised steel wire of high, medium and low tensile strength between (and including) 2mm and 4.5mm in diameter, excluding armouring wire.

The goods are currently classified under Tariff Item 7217.20.10 and Statistical Keys 05L, 07G, 08E, 09C, 11E, 13A, 15H, 16F, 17D, 18B, 25E, 27A, 28K, 29H, 31K, 33F, 35B, 36L, 37J and 39E and Tariff Item 7217.20.90 and Statistical Keys 05D, 07L, 08J, 09G, 11J, 13E, 15A, 16K, 17H and 18F which classification is provided for convenience and Customs purposes only, the written description being dispositive.

Second Schedule

Amount of Anti-dumping Duty

The amount of anti-dumping duty to be paid on demand in respect of each importation into New Zealand of the subject goods shall be an ad valorem rate of 21 percent.

The ad valorem (percentage) rate will apply to all imports of the subject goods from Malaysia (excluding those from RCI Wire Sdn. Bhd.) on the basis of the Customs’ value for duty (VFD) of the subject goods when imported into New Zealand.

Pursuant to section 78N(2) of the Education Act 1989, with delegated authority from the Secretary of Education, I appoint

This notice takes effect on the day of publication.
