The 2016 Rules will amend the Sports Anti-Doping Rules (2015).
It is proposed that the 2016 Rules incorporate by reference the following World Anti-Doping Agency International Standards:
a. World Anti-Doping Agency 2016 List of Prohibited Substances and Methods;
b. World Anti-Doping Agency International Standard for Therapeutic Use Exemptions, effective 1 January 2015;
c. World Anti-Doping Agency International Standard for Testing and Investigations, effective 1 January 2015;
d. World Anti-Doping Agency International Standard for Laboratories, effective 1 January 2015; and
e. World Anti-Doping Agency International Standard for the Protection of Privacy and Personal Information, effective 1 January 2015.
The draft 2016 Rules and the material incorporated by reference can be inspected free of charge during normal working hours at Drug Free Sport New Zealand, Level 3, Building 5, 666 Great South Road, Auckland.

Notice of Provisional Recognition for the Infrastructure Industry Training Organisation
Pursuant to section 8(1) of the Industry Training and Apprenticeships Act 1992 ("the Act"), the Infrastructure Industry Training Organisation is granted provisional recognition from 16 October 2015 to 16 October 2016 as an industry training organisation for the following industries:
- the management of power systems and assets, design, construction, operation; and
- the maintenance of the production, transmission and utilisation of the electrical energy industry.
The provisional recognition takes effect from 16 October 2015.
In order to receive recognition pursuant to section 5(1) of the Act, the Infrastructure Industry Training Organisation must participate in an External Evaluation and Review to be undertaken by the New Zealand Qualifications Authority and demonstrate a satisfactory level of organisational performance by 30 June 2016.

Notice of the Electricity Industry Participation Code Amendment (Removal of In-band Frequency Keeping Compensation) 2015

Under section 38(3)(b) of the Electricity Industry Act 2010, and having complied with section 39 of that Act, the Electricity Authority ("Authority") gives notice of making the Electricity Industry Participation Code Amendment (Removal of In-band Frequency Keeping Compensation) 2015 ("amendment").

The amendment comes into force on 1 May 2016.

The amendment adds a new clause to Part 13 of the Electricity Industry Participation Code 2010 ("Code"). The new clause prohibits the system operator from paying a frequency keeping ancillary service agent for either in-band constrained on compensation or in-band constrained off compensation while providing
