Explanatory Note
This note is not part of the programme, but is intended to indicate its general effect.
This welfare programme under the Social Security Act 1964, which comes into force immediately after it is established and approved, provides for the granting, in the absolute discretion of the chief executive of the Ministry of Social Development and within the limits set out in the programme, of special assistance for eligible people who are or may be at risk of long-term benefit receipt,—
(a) to help them become ready for work by reducing barriers to their employment; and
(b) if they are ready for work, to help facilitate their transition into, and retention of, sustainable employment.
The Ministerial Guidelines for Employment and Training Assistance are revoked (except for provisions for specified kinds of that assistance) but in exercising the discretion to grant employment or work readiness assistance, the chief executive must continue have regard to them until the close of 30 June 2014.

Notice of Approval Given Pursuant to Section 160(3) of the Crown Entities Act 2004
Pursuant to section 160(3) of the Crown Entities Act 2004, I, Adam Wood, Acting Treasury Solicitor, hereby give notice
that on 16 September 2013, The Honourable Simon William English, Minister of Finance, and The Honourable Hekia Parata, Minister of Education, gave approval under section 160(1)(b) of the Crown Entities Act 2004, for Christchurch Girls’ High School Board of Trustees (“the Board”) to borrow up to $1.75 million for a term of up to 20 years, allowing the Board to exceed the 10% threshold on borrowing specified in Regulation 12(1) of the Crown Entities (Financial Powers) Regulations 2005.

Civil Aviation Act 1990
Notification of Proposal to Make Ordinary Rules
In accordance with section 34(1)(a) of the Civil Aviation Act 1990, the Minister of Transport hereby gives notice of his intention to make the following ordinary Civil Aviation Rules:
CAR Part 139 Aerodromes – Certification and Operation
The purpose of this rule-making proposal is to improve safety at all New Zealand aerodromes through the expansion of certification and operational requirements.
This proposal incorporates:
- a complete review of Part 139;
- a certification framework that extends to aerodromes that support scheduled aircraft having a certified seating capacity of more than nine passengers, and general aviation aerodromes having flight movements above specific thresholds;
- requirements for all aerodromes published in the Aeronautical Information Publication (AIP), including those not requiring certification, to meet minimum standards for aerodrome design, limitations, public protection, movement data reporting, and publication of aerodrome information. These requirements also extend to unpublished aerodromes if deemed necessary in the interest of safety;
- provision of Air Traffic Services (ATS) consistent with CAA Policy;
- additional measures for the protection of Air Traffic Services (ATS);
- requirements for maintaining good runway surface friction characteristics and standardised real-time runway surface condition reporting;
- introduction of a new aerodrome rescue fire fighting category and a requirement for an expanded rescue fire fighting communication and alerting system;
- relocation of minimum standards contained in Advisory Circulars into the Rule; and
- updated International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs) and international best practice.
