I, Gabriel Makhlouf, Secretary to the Treasury, acting under delegations from the Minister of Finance under sections 28 and 41 of the State Sector Act 1988, hereby give notice of the publication of the financial statements of the Government of New Zealand for:
- the six months ended 31 December 2012, on 20 February 2013.

Telecommunications Act 2001
Notification of Commerce Commission’s Draft TSO Cost Calculation Determination for TSO Instrument for Telecommunications Relay Services for the Period Between 1 July 2011 and 30 June 2012
On 11 March 2013, the Commerce Commission (“Commission”), pursuant to section 94F of the Telecommunications Act 2001 (“the Act”), prepared a draft TSO cost calculation determination of the matters set out in section 94G of the Act for the TSO instrument for telecommunications relay services for the hearing impaired, for the period between 1 July 2011 and 30 June 2012.
Pursuant to sections 94F(1)(b) and 6 of the Act, the Commission has given public notice of its TSO draft cost calculation determination.
A copy of the draft determination is available on the Commission’s website at
www.comcom.govt.nz/telecommunications-service-obligations/
The Commission notifies that the closing date for submissions on its draft determination is 29 March 2013.

Notification of Liable Persons Information Disclosure Requirements to Support the 2012/13 Telecommunications Development Levy
The Commerce Commission (“Commission”) is advising all telecommunications service providers that they will need to check whether they are required to provide information under section 82 of the Telecommunications Act 2001 (“the Act”) to support identifying liable persons who will pay a portion of the 2012/13 Telecommunications Development Levy.
Liable persons obliged to provide information under section 82 would have earned $10 million or more from providing telecommunications services (such as voice, data or other services excluding broadcasting) by means of a component of a public telecommunications network in the 2011/12 financial year.
Importantly, the $10 million threshold can be met through revenue from a combination of liable persons where there is significant shareholding between two or more parties.

The Commission gives public notice that the closing date for information disclosure under section 82 of the Act is 4 April 2013.

Electricity Industry (Exemption No. 150 (Payless Energy Limited)) Exemption Amendment Notice 2013
Pursuant to section 11(3) of the Electricity Industry Act 2010 (“Act”), the Electricity Authority gives the following notice.
Notice
- Title and commencement—(1) This notice is the Electricity Industry (Exemption No. 150 (Payless Energy Limited)) Exemption Amendment Notice 2013.
(2) This notice comes into force on the day after the date it is notified in the New Zealand Gazette.
- Amendment to principal exemption—Replace clause 3 of the Electricity Industry (Exemption No. 150 (Payless Energy Limited)) Exemption Notice 2012* (“principal exemption”) with:
“3. Term—This exemption expires at the earlier of:
(a) the close of 30 June 2013; and
(b) Payless being responsible for more than 10 installation control points (“ICPs”).”
