(a) New Zealand Government securities comprising Treasury bills and/or Government stock and/or Inflation-Indexed Bonds tradeable only through the New Zealand Debt Management Office;

(b) global equities; and

(c) New Zealand bank securities, including New Zealand bank bills and deposits, held only in Banks which are registered under the Reserve Bank of New Zealand Act and which have a short term credit rating of A–1 or higher; Prime 1 or higher; and if rated by both Moody’s and Standard and Poors, ratings from both which equal or exceed the foregoing ratings. Funds invested in New Zealand bank securities shall be held across a number of banks.

  1. As of 15 September 2011, paragraph (ix) of the Direction dated the 30th day of October 2001* is revoked and replaced with the following:

“(ix) The commission must consult with the Minister if it intends to modify the portfolio composition from the following:

(a) New Zealand Government securities:

(b) up to a maximum of 35% of the market value of the Fund in global equities; and

(c) up to a maximum of $2,000 million of New Zealand bank securities.”

  1. All other parts of the Direction dated the 30th day of October 2001* are unchanged and remain in effect.

  2. This Direction is in effect from 15 September 2011 to 14 September 2014. As of 15 September 2014, this Direction will be revoked.

Notice of Intention to Consider Varying a Scheduled International Air Service Licence

Pursuant to section 87J(3) of the Civil Aviation Act 1990, sections 41 and 42 of the State Sector Act 1988, and a delegation from the Secretary for Transport dated 10 September 2013, I give notice that having received an application from Air New Zealand Limited, the Minister of Transport intends to consider varying the scheduled international air service licence held by that airline in order to provide for:

• an amendment to the code-share arrangements that the airline may exercise in relation to French Polynesia; and

• an increase in the airline capacity entitlement to Indonesia to three return services per week.

Any person wishing to make representations to the Minister of Transport relating to this application must forward those representations in writing to reach me at the Ministry of Transport, PO Box 3175, Wellington 6140, on or before 6 January 2014.

Crown Entities Act 2004

Maritime Transport Act 1994

Maritime New Zealand (Functions and Duties) Direction 2013

Pursuant to section 431(2) of the Maritime Transport Act 1994, and sections 112 and 115 of the Crown Entities Act 2004, the Minister of Transport gives the following Direction.

Direction

  1. Title—This Direction is the Maritime New Zealand (Functions and Duties) Direction 2013.

  2. Commencement—This Direction comes into force on 1 January 2014.

  3. Application—This Direction applies to Maritime New Zealand (which is a Crown Entity pursuant to section 429 of the Maritime Transport Act 1994).

  4. Interpretation—For the purposes of this Direction, the Pacific Islands Region includes the member states of the Pacific Islands Forum and Tokelau.

  5. Background—In 2010, Maritime New Zealand and the Ministry of Foreign Affairs and Trade identified maritime safety in the Pacific Islands Region as a key area in need of development. Maritime New Zealand established the role of a Pacific Shipping Safety Adviser to provide advice and support to the Ministry of Foreign Affairs and Trade. This project is funded under the Ministry of Foreign Affairs and Trade’s Official Development Assistance Fund. This advice and support by Maritime New Zealand is to continue from 1 January 2014 to 31 July 2015.

  6. Additional functions and duties—Maritime New Zealand is directed to carry out the following additional functions and duties:

(a) To provide advice and support to the Ministry of Foreign Affairs and Trade on maritime issues in the Pacific Islands Region; and

(b) to undertake any duties that may be agreed between Maritime New Zealand and the Ministry of Foreign Affairs and Trade for the purpose of performing the function specified in paragraph (a), including providing technical advice, training and specialist maritime assistance to maritime agencies in the Pacific Islands Region.

  1. Expiry—This Direction expires with the close of 31 July 2015, but may be revoked at any time.
