$14.85 (with a real-time class service profile of 180 kbps).
The charge for a new instance of a service is $15.85 (where
no site visit is required), $73.51 (where an exchange or
cabinet visit is required), or $169.73 (where a site visit is
required). The charge for a change from one broadband
service or a variant of the unbundled bitstream access
service to another is $15.85 if no port change at the DSLAM
is required, or $73.51 if a port change at the DSLAM is
required.

The complete schedule of charges are set out in Schedule 2
to the UBA STD.

The review was required by section 77 of the
Telecommunications (TSO, Broadband, and Other Matters)
Amendment Act 2011 ("Amendment Act").
Parties to the UBA STD may apply for a pricing review to
determine a price in accordance with the final pricing
principle under section 42 of the Act no later than 25
working days after this notice, in accordance with section 78
of the Amendment Act.

If such a review is requested, the Commission must
make reasonable efforts to complete the pricing review
by 30 November 2014.

Notice of the Electricity Industry Participation

(Managing Retailer Default Situations)

Code Amendment 2013

  1. Pursuant to section 38(3)(b) of the Electricity Industry
    Act 2010, the Electricity Authority gives notice of
    the making of the Electricity Industry Participation
    (Managing Retailer Default Situations) Code Amendment

  2. The amendment comes into force on 16 December 2013.

  3. The amendment enables the Electricity Authority to
    resolve a default situation when a retailer becomes
    insolvent or otherwise rapidly exits the market and
    is unable to supply its customers.

  4. A copy of the amendment and the Electricity Industry
    Participation Code 2010 ("Code") are available on the
    Electricity Authority's website at

Notice of the Electricity Industry Participation

(Urgent Temporary Grid Reconfiguration)

Code Amendment 2013

  1. Pursuant to section 38(3)(b) of the Electricity Industry
    Act 2010, the Electricity Authority gives notice of the
    making of the Electricity Industry Participation (Urgent
    Temporary Grid Reconfiguration) Code Amendment 2013.

  2. The amendment comes into force on 16 December 2013.

  3. The amendment enables Transpower New Zealand
    Limited, with little or no notice, to temporarily
    remove one or more interconnection assets from
    service or temporarily reconfigure the grid, if doing
    so would contribute to improving security of supply
    (urgent temporary grid reconfiguration).

  4. A copy of the amendment and the Electricity Industry
    Participation Code 2010 ("Code") are available on the
    Electricity Authority's website at

Climate Change Response Act 2002

New Zealand Emissions Trading Scheme 2012

Final Allocations for Eligible Activities

In accordance with section 86B(5) of the Climate Change
Response Act 2002 (CCRA), the Environmental Protection
Authority has made final decisions allocating the following
New Zealand Units (NZUs) to the eligible industry persons
as listed.

These NZUs have been allocated to protect their
competitiveness against overseas producers that do not face
equivalent costs for emissions.

All industry persons listed were eligible to receive an
allocation of NZUs under the CCRA for the period of
1 January 2012 to 31 December 2012.

The final unit allocation reflects the total units given to an
entity based on their actual production for 2012.

NZUs allocated under these decisions have been transferred
to the respective New Zealand Emission Unit Register
(NZEUR) holding accounts.
