Specifically, the amendment modifies the applicable:
- seismic hazard factor;
- seismic zone;
- definition of "good ground";
- bracing requirements; and
- requirements to ensure that concrete slabs on the ground are reinforced and tied to perimeter foundations.
The urgent amendment to Compliance Document B1 comes into force on 19 May 2011 ("the effective date").
Compliance Document B1 is available for download free of charge from the Department of Building and Housing (DBH) website at www.dbh.govt.nz
In accordance with section 30(2) of the Act, the Chief Executive of DBH will consult on, and publicly notify whether she has decided to make, this urgent amendment within six months of the date of this notice.

As part of this urgent amendment, and pursuant to sections 405 and 410(1)(e) of the Act, I give notice that the following material will be incorporated by reference into the Compliance Document B1 effective on 19 May 2011:
NZS 3604:2011 (Section 5)
Consultation on this incorporation by reference will be carried out as part of the consultation under section 30(2) of the Act.
The material incorporated by reference relates to matters referred to in section 410(1)(c) of the Act.

Notice of Order Changing Permit Conditions
Pursuant to section 122(3)(a) of the Electricity Industry Act 2010, notice is given that the Minister of Energy and Resources has made an order changing permit conditions for Tekapo A&B under section 122(1) of that Act.
The order will take effect on 31 May 2011.

Education (Foreign Students—Refund Requirements) Notice 2011
Pursuant to section 236AB of the Education Act 1989, the Minister for the time being responsible for the administration of Part 18 of that Act, after consultation in accordance with section 236AB(2) of that Act, gives the following notice.
Notice

Title—This notice is the Education (Foreign Students—Refund Requirements) Notice 2011.

Commencement—This notice comes into force on 20 June 2011.

Interpretation—In this notice:
Act means the Education Act 1989. -
Withdrawal period—The period within which a foreign student enrolled for a course of study or training that is a course of three months or more may withdraw from it and be entitled to a refund under section 236A(1)(f) of the Act is 10 working days.

Maximum percentage of payments—The maximum percentage of the payment, or of the sum of any payments, made to a private training establishment by a foreign student who is entitled to a refund under section 236A(1)(f) of the Act that a private training establishment may retain is 25%.

Cost components of total fee payments—The cost components of the fee total on which the maximum percentage of the payment, or of the sum of any payments, specified in clause 5 is determined are the following:
(a) Tuition fees, including amounts for the export education levy, recruitment, marketing, agents’ commission, and overhead costs.
(b) Course-related payments, including examination fees, and the costs of books and uniforms.
(c) Administration fees, or registration fees, or both.
(d) ESOL (English for Speakers of Other Languages) support.
