New Zealand Consumers Price Index from the December 2009 quarter to the December 2010 quarter (calculated using the CPI All Groups for the first quarter and the CPI All Groups excluding cigarettes and other tobacco products for the other quarters).

Clause 4 and Schedule 2 amends the:

• Home Help Programme to align the hourly rate with a 1.96% increase in the adult minimum wage.

• Special Transfer Allowance Programme 2000 to adjust average regional rents to reflect movements in rentals.

Notice of Granting of an Open Aviation Market Licence

Pursuant to section 87U(4) of the Civil Aviation Act 1990, sections 41(1) and 42 of the State Sector Act 1988, and a delegation from the Secretary for Transport dated 6 November 2007, I give notice that Martin Matthews, Secretary for Transport in the Ministry of Transport,

having received an application from AirAsia X, of Kuala Lumpur, Malaysia, has granted that airline an open aviation market licence to carry on scheduled services and non-scheduled flights, in accordance with the 16 June 1998 Air Services Agreement between the Government of New Zealand and the Government of Malaysia, for an indefinite term with effect from 25 March 2011.

Land Transport Act 1998

Authorised Access to Certain Names and Addresses Held on the Motor Vehicle Register

Pursuant to section 241 of the Land Transport Act 1998 (“the Act”), I authorise the following person, for the purpose and the term, and on the conditions stated below, to have access to the names and addresses of persons:

• who are currently registered in respect of a motor vehicle(s); and
• who have not instructed the Registrar of Motor Vehicles to withhold their details.

Conditions

(a) The names and addresses are accessed only by Winter Developments Limited on its own behalf and solely for its own use;

(b) The names and addresses are accessed only for the specified purpose;

(c) The fees charged for the provision of the names and addresses from the Motor Vehicle Register are duly paid;

(d) Any identified instances of unauthorised access are immediately notified to the Secretary for Transport and the Privacy Commissioner;

(e) Before being permitted to access the Motor Vehicle Register, under section 241 of the Act, all new staff must receive training that emphasises that such access must only be for the specified purpose, and refresher training of all staff also must be undertaken at appropriate intervals;

(f) Access must be restricted solely to members of staff for whom authorised access is essential for the specified purpose;

(g) The names and addresses obtained under this authorisation shall not be disclosed to any third party unless such disclosure is necessarily incidental to achieving the specified purpose; and

(h) Winter Developments Limited must comply with the Motochek Terms and Conditions, available at https://motochek.landtransport.govt.nz/mepro/default.asp?category=mcpro&service=Terms
