Now therefore I, The Right Honourable Sir Anand Satyanand, the Governor-General of New Zealand, and as such the Governor of the Dependency, appoint

Troy Kevin Beaumont

to be an officer of the Government of the Dependency while he acts as Senior New Zealand Representative at Scott Base during the period beginning with this appointment and ending with the close of 10 October 2011:

I confer on Troy Kevin Beaumont, while he holds office as an officer of the Government of the Dependency, all the powers exercisable in New Zealand by a Justice of the Peace:

Troy Kevin Beaumont is to exercise his functions at such places within the Dependency as may be directed by an officer of the Government of the Dependency who has the general executive and administrative authority in preserving Her Majesty’s rights and sovereignty and the laws in force in the Dependency.

Given under the hand of His Excellency the Governor-General as the Governor of the Ross Dependency and issued this 1st day of March 2011.

Notice of Exemption From Maritime Rules: 21.13(1)(a); 21.13(1)(b); 24B.10(3); 31B.14(1)(a); 31B.14(1)(b), Table 6; 31C.9; 32.13(1)(c)(i); 40A; 40C.52(1); 40C.52(1), Appendix 3.2(2)(a); 40D, Appendix 3.3; 47.60; 47.65(1)(a); 47.65(2); 47.8(1)(c); 47.8(2).

Pursuant to section 47(3) of the Maritime Transport Act 1994, the Director of Maritime New Zealand hereby notifies the granting of the following exemptions:

  • 1 from Maritime Rule 21.13(1)(a) – Safe Ship Management Systems – Entry to and conditions to be met in order for ship to remain in Safe Ship Management System – ship belongs to an organisation’s approved safe ship management system
  • 7 from Maritime Rule 21.13(1)(b) – Safe Ship Management Systems – Entry to and conditions to be met in order for ship to remain in Safe Ship Management System – New Zealand Safe Ship Management Certificate issued by Director
  • 5 from Maritime Rule 24B.10(3) – Safe Ship Management Systems – Entry to and conditions to be met in order for ship to remain in Safe Ship Management System – New Zealand Safe Ship Management Certificate issued by Director
  • 1 from Maritime Rule 31B.14(1)(a) – Crewing and Watchkeeping Offshore, Coastal and Restricted (Non-Fishing Vessels) – non-passenger vessels – Inshore area – seafarers holding minimum required qualifications
  • 1 from Maritime Rule 31B.14(1)(b), Table 6 – Crewing and Watchkeeping Offshore, Coastal and Restricted (Non-Fishing Vessels) – non-passenger vessels – Inshore area – minimum crew specified in Table 6
  • 1 from Maritime Rule 31C.9 – Crewing and Watchkeeping Fishing Vessels – Operating Areas – Unlimited Area – minimum required qualifications and minimum crew specified
  • 1 from Maritime Rule 32.13(1)(c)(i) – Ships Personnel – Qualifications – New Zealand offshore master with STCW-95 endorsement – evidence of 12 months’ sea service in last 10 years on commercial vessels operating beyond restricted limits and six months’ sea service on commercial ships that are not fishing ships
  • 1 from Maritime Rule 40A – Design, Construction and Equipment – Passenger Ships which are not SOLAS Ships
  • 1 from Maritime Rule 40C.52(1) – Design, Construction and Equipment – Non-Passenger Ships that are not SOLAS Ships – Life saving appliances
  • 1 from Maritime Rule 40C.52(1), Appendix 3.2(2)(a) – Design, Construction and Equipment – Non-Passenger Ships that are not SOLAS Ships – Life saving appliances – Offshore limit ships and coastal limit ships – at least one lifeboat or rescue boat capable of being launched on one side of ship
  • 1 from 40D, Appendix 3.3 – Design, Construction and Equipment – Fishing Ships – Radio communication equipment – Ships that proceed beyond offshore limits
  • 1 from Maritime Rule 47.60 – Load lines – Ships of 24 metres or more in length – compliance with section 2
  • 1 from Maritime Rule 47.65(1)(a) – Load lines – Ships of 24 metres or more in length – conditions of assignment – height requirements for deck sills in doorways of deckhouses or superstructures
