  1. The work of the secretariat could include:
  • Administration: Drafting of agendas, notes and meeting notes for the Commission meetings, and drafting responses to correspondence.

  • Information Gathering: Bringing together up-to-date information on the known impacts of the earthquake and recovery planning, identification and stock-take of best practice approaches, and distribution of this advice.

  • Provision of High Quality and Timely Advice: Meetings with, and seek advice from professional advisers, central government, local government and iwi at the regional level.

  1. The secretariat will facilitate input and advice to the Commission from government agencies, local authorities, the Recovery office or other external advisers. Where it makes sense to coordinate advice from agencies on a functional grouping, the secretariat will be the conduit between these groups and the Commission.

Meeting and Reporting Requirements

  1. The Commissioners will meet as and when required and as directed by the chairperson of the Commission. The Commission needs to ensure it can respond to urgent requests for advice in a timely manner.

  2. The Commission will provide its advice as soon as practicable to relevant Ministers, responsible Ministers, and relevant local authorities.

  3. The Commission will report as required to the Minister for Canterbury Earthquake Recovery and/or responsible Ministers about the matters it has before it until February 2012, whereupon monthly reporting will be required.

  4. The Commission is subject to the Official Information Act 1982.

Procedures for the Commission

  1. Subject to the Act and these Terms of Reference, the Commission will determine its own procedures.

Commissioners’ Remuneration and Expenses

  1. Subject to the following paragraph, appointed commissioners will be paid remuneration by way of salary, fees, and allowances at a rate determined by the responsible Ministers, and travelling allowances and expenses in accordance with the Fees and Travelling Allowances Act 1951 as set out in their individual notices of appointment.

  2. An appointed commissioner is not entitled to any remuneration for services as a member of the Commission in addition to his or her remuneration in respect of his or her service as an Environment Canterbury commissioner or Chair of the Canterbury Regional Council (as the case may be), or as a chief executive or employee of a department listed in Schedule 1 of the State Sector Act 1988.
