Effective Date of Amendments to Material Incorporated by Reference into Civil Aviation Rules

In accordance with section 36(5) of the Civil Aviation Act 1990, notice is hereby given that the following material incorporated by reference under section 36(1) of the Act into Civil Aviation Rule Part 125 shall take effect on 1 October 2011:

Land Transport Act 1998

Notification of Ordinary Rule

Pursuant to section 161(3) of the Land Transport Act 1998, notification is hereby given of the making of the Land Transport (Road User) Amendment Rule 2011 ("the amendment Rule").

The amendment Rule amends the Land Transport (Road User) Rule 2004 ("the Rule"), which established the rules under which traffic operates on the roads.

The amendment Rule changes New Zealand’s give-way rules and makes other more minor changes that will affect road users.

Changing the give-way rules is a road safety priority in the Government’s Safer Journeys – New Zealand’s Road Safety Strategy 2010 – 2020.

Other changes in the amendment Rule will improve school bus safety and strengthen or clarify other existing requirements in the Rule, and remove requirements that are no longer needed.

Changes have also been made to ensure the Rule is consistent with Land Transport Rule: Traffic Control Devices 2004.

The amendment Rule comes into force on 1 October 2011.

The changes to the give-way rules take effect on 25 March 2012 at 5.00am.

The amendment Rule is available for inspection free of charge at the National Office of the NZ Transport Agency,
