Objective 1
Enable works related to earthquake recovery to be carried out without undue delay.
Policy 1
Demolition or alteration of buildings and associated earthworks carried out under the control of the Canterbury Earthquake Recovery Authority (CERA), pursuant to the Canterbury Earthquake Recovery Act 2011, are not subject to the usual requirements to obtain resource consent.
Rule 1
Notwithstanding any other rule in this plan, works carried out or commissioned by or on behalf of the Chief Executive of the Canterbury Earthquake Recovery Authority, pursuant to section 38 of the Canterbury Earthquake Recovery Act 2011, are a permitted activity.
The Christchurch City Plan, Volume 3: Part 9 General City Rules is amended from the publication of this notice by adding clause 9 to read:
“9.0 Canterbury Earthquake Recovery
9.1 Statement
Following the Canterbury earthquakes of 2010 and 2011, demolition works, alterations of buildings, and related earthworks need to be carried out promptly to enable recovery in a timely manner. Works carried out under the control of the Canterbury Earthquake Recovery Authority, pursuant to section 38 of the Canterbury Earthquake Recovery Act 2011, can be exempted from the usual requirements to obtain resource consent.
Rule 9.1 Demolition works carried out by CERA permitted activities
Notwithstanding any other rule in this plan, works carried out or commissioned by or on behalf of the Chief Executive of the Canterbury Earthquake Recovery Authority, pursuant to section 38 of the Canterbury Earthquake Recovery Act 2011, are a permitted activity.”
The amendments made to Volume 3: Part 10 clause 1.3.1 and clause 1.3.2 of the Christchurch City Plan by public notice in the Christchurch Press on 15 June 2011 are revoked by the publication of this notice.

Notice of Exemptions From the Gas (Information Disclosure) Regulations 1997
Under Regulation 28(2) of the Gas (Information Disclosure) Regulations 1997 (“the Regulations”), Vector Gas Limited (formerly the Natural Gas Corporation of New Zealand Limited) and Vector Limited are hereby exempted from the requirements of Regulation 6(1) and 6(2)(c) of the Regulations, and are also exempted, through until
28 February 2012, from the particular requirement of Regulations 6, 7, 15 and 16 that the associated disclosures are made within five months after the end of each financial year.
Under Regulation 28(2) of the Regulations, Powerco Limited is hereby exempted, through until 28 February 2012, from the particular requirement of Regulations 6, 7 and 15 that the associated disclosures are made within five months after the end of each financial year.

Revocation of Notice of Direction to Appoint a Limited Statutory Manager for the Board of Trustees of St Joseph’s School, Hastings (2677)
The notice of direction to appoint a limited statutory manager for the board of trustees of St Joseph’s School (as published in the New Zealand Gazette, 20 August 2009, No. 124, page 2861) is hereby revoked under section 78M(7) of the Education Act 1989.
This notice takes effect the day after the date of its publication.

Notice of Direction for Appointment of a Limited Statutory Manager for the Board of Trustees of Cheltenham School (2347)
Under section 78M of the Education Act 1989, I direct the Secretary for Education to appoint a limited statutory manager for the Cheltenham School Board of Trustees.
The following functions, powers and duties of the board are vested in a limited statutory manager:
- All functions, powers and duties of the board as an employer (whether statutory or otherwise);
- all functions, powers and duties of the board in curriculum management (whether statutory or otherwise) including reporting on teaching and assessment practice; and
- all functions, powers and duties of the board to establish processes for planning and reporting (whether statutory or otherwise) and school-wide self-review.
A limited statutory manager may also advise the board on the following:
- Consolidating all new and improved systems into board management practice;
- exercising the board’s governance powers; and
- improving areas identified in the 11 May 2011 Education Review Office report including the development of an action plan for the longitudinal ERO review.
This notice takes effect on the day of publication.
