4. The recommended amendments to the Rules:
(a) revise the definition of causer, in relation to an under frequency event, to more accurately reflect the design intent and remove the existing lack of clarity regarding its purpose and application;
(b) set out the process by which the system operator makes a determination on the causer;
(c) require parties to provide the information required by the system operator in making its determination;
(d) provide for affected parties to be involved in the determination process; and
(e) provide a means for resolving disputes between parties in relation to the system operator’s determination.

Notice of Recommendation and Assessment
Concerning the Electricity Governance (Interim Pricing Period) Amendment Rules 2010

This notice of a recommendation and assessment concerning the Electricity Governance (Interim Pricing Period) Amendment Rules 2010 is issued by the Electricity Commission (“Commission”) pursuant to section 172E(2)(c) of the Electricity Act 1992 (“Act”).

The Act provides that, no later than 10 working days after making a recommendation to the Minister of Energy and Resources (“Minister”) concerning the Electricity Governance Rules 2003 (“Rules”), the Commission must publicise the recommendation and the assessment under section 172F of the Act.
Recommended Amendments to the Rules

On 12 July 2010 the Commission recommended that Parts A and G of the Rules be amended.

The recommended amendments to the Rules are the addition of rules to Part A and Part G for the introduction of an interim pricing period. During this period interested parties will be able to view prices before they are finalised. If they consider that an error may have been made in their calculation they will be able to apply to have it corrected.

Approval of Computer Software
Pursuant to subclause 10.6(8) of Land Transport Rule: Heavy-vehicle Brakes 2006 (“the Rule”), and pursuant to delegated authority, I, Bruce Hamilton Currie, Manager Heavy Vehicles, hereby approve the computer software specified in Schedule 1 and revoke the approvals of the computer software specified in Schedule 2 of this notice for the purpose of demonstrating compliance with the requirements in Schedule 5 of the Rule.

Industry Training Act 1992
Notice of Recognition for Learning State Limited
Pursuant to section 5 of the Industry Training Act 1992, full recognition for Learning State Limited as an industry training organisation has been granted for a period of five years, with effect from 1 July 2010 to 1 July 2015, to set standards at Levels 1 to 8 on the National Qualifications Framework for the following industries:
The Public Service as listed in the First Schedule to the State Sector Act; other organisations defined as departments for the purposes of the Public Finance Act 1989; Offices of Parliament; Crown Entities defined as Crown Agents, Autonomous Crown Entities, and Independent Crown Entities; and the State-owned Enterprises Quotable Value Limited and AsureQuality Limited.
Excluded from this coverage are:
State-owned Enterprises and Crown Companies except as specified as above; Crown Entities which are direct providers of health services (including hospitals, health boards etc), direct providers of education services (including schools and tertiary education institutions); Crown Research Institutes; and New Zealand Fire Service Commission and the Fire Service.
