Electricity Act 1992

Notice of Making of Electricity Governance (Interconnection Asset Capacity and Grid Configuration) Amendment Rules 2010 and Notice of Reasons for Decision

  1. Pursuant to section 172I of the Electricity Act 1992 (“Act”), I notify the amendment of the Electricity Governance Rules 2003 (“Rules”) under section 172H of the Act.

  2. The empowering provisions for the Electricity Governance Regulations in relation to which the amendments to the Rules are made are sections 172D(1)(3) and 172D(1)(4) of the Act.

  3. The Rules are amended by incorporating the information in Transpower’s 2009 annual report provided under Rule 9 of Section VI of Part F of the Rules into Schedule F6 of the Rules.

  4. Pursuant to section 172Z(4) of the Act, the reasons for my decision to amend the Rules are that:

    (a) this amendment is part of the “asset availability” approach of the Rules that require Transpower to make its interconnection assets available in accordance with specified measures;

    (b) this amendment updates the capacity service measures in Schedule F6 of the Rules; and

    (c) the measures can be used by grid users to note exactly what interconnection assets must be made available, how they are configured, and at what capacity.

  5. These rules come into force on 1 June 2010.

  6. Copies of the Rules may be inspected free of charge or purchased from the Electricity Commission, Level 7, ASB Bank Tower, 2 Hunter Street, Wellington.

Government Roading Powers Act 1989

Amendment to New Zealand Transport Agency Bylaw 2002/17* Bylaw Regulating Heavy Motor Vehicle Traffic on State Highways

Pursuant to section 61(3) of the Government Roading Powers Act 1989, the New Zealand Transport Agency hereby amends the following bylaw.

Amendment

  1. This amendment shall come into force at 5.00am on Sunday 2 May 2010.

  2. The New Zealand Transport Agency Bylaw (Regulating Heavy Motor Vehicle Traffic on State Highways) 2002/17* is hereby amended by:

    In the Fourth Schedule†, delete the second paragraph, and insert:

    “That part of the Auckland Northern Motorway section of State Highway No. 1 comprising the outermost lane of the easternmost box girder extension of the Auckland Harbour Bridge and approaches, in the southbound direction, commencing at a point 700 metres south of the northern abutment of the Onepoto Stream Bridge and extending in a generally southerly direction to a point 145 metres south of the southern abutment of the Auckland Harbour Bridge (Route Position 414/9.00 to Route Position 414/10.97), a distance of approximately 2 kilometres.”
