Notice of Recommendation Concerning the Electricity Governance (Interconnection Asset Capacity and Grid Configuration) Amendment Rules 2010

This notice of a recommendation concerning the Electricity Governance (Interconnection Asset Capacity and Grid Configuration) Rules 2010 is issued by the Electricity Commission (“Commission”) pursuant to section 172E(2)(c) of the Electricity Act 1992 (“Act”).

The Act provides that, no later than 10 working days after making a recommendation to the Minister of Energy and Resources (“Minister”) concerning the Electricity Governance Rules 2003 (“Rules”), the Commission must publicise the recommendation.
Recommended amendment to the Rules

On 15 April 2010, the Commission recommended that Schedule F6 of Section VI of Part F of the Rules be amended.

The recommended amendment is to incorporate updated information and diagrams into Schedule F6.

Section 172F(3) of the Act provides that the Commission is not required to comply with section 172F(1) (relating to making an assessment) if it is satisfied that the recommendation will have only minor effects and will not adversely affect the interests of any person in a substantial way. In reliance on section 172F(3), no such assessment has been carried out.

Environmental Risk Management Authority
Hazardous Substances and New Organisms Act 1996
Notice of Approval of Code of Practice
Pursuant to section 79(5) of the Hazardous Substances and New Organisms Act 1996 (“HSNO Act”), the Environmental Risk Management Authority advises that it approved on 16 April 2010 the Code of Practice HSNOCOP 41-1 Fibre Reinforced Compressed Gas Cylinders to ISO 11119-2.
This code has been developed by Luxfer Gas Cylinders and provides a means of compliance with the requirements of Regulation 10(c) of the Hazardous Substances (Compressed Gases) Regulations 2004 in respect of cylinders for the transport and use of compressed gases.
Pursuant to section 80(1) of the HSNO Act, this code may be inspected on request at the Wellington office of the Environmental Risk Management Authority of New Zealand, Level 1, BP House, 20 Customhouse Quay, Wellington.

Maritime Transport Act 1994
Notification of Maritime Rules
Comments are invited on the following proposed maritime rules developed under the Maritime Transport Act 1994:
Part 19 – Maritime Transport Operator Certification
Part 44 – Surveys, Certification and Maintenance for Ships Used Within Maritime Transport Operations
These rules will replace current rule Parts 21 and 46.

Written submissions – online, email, and by post – must be made by 2 July 2010, addressed to MOSS Consultation.
Written submissions presented orally must have an appointment with Maritime New Zealand arranged prior to 28 May 2010.
