Identifying Changes to Conservation Boards
I, Timothy John Groser, Minister of Conservation, gives notice as follows.

Pursuant to section 6L(1) of the Conservation Act 1987 and section 15 of the Interpretation Act 1999, I hereby disestablish the East Coast/Hawke’s Bay Conservation Board with effect on 30 June 2009.

Pursuant to section 6L(2) of the Conservation Act 1987 and section 15 of the Interpretation Act 1999, I hereby rename the Wellington Conservation Board as the Wellington/Hawke’s Bay Conservation Board, and the Bay of Plenty Conservation Board as the East Coast/Bay of Plenty Conservation Board.

Pursuant to section 6L(3) of the Conservation Act 1987, I advise that the area of jurisdiction of the Wellington/Hawke’s Bay Conservation Board shall be aligned to the area of jurisdiction of the Wellington and Hawke’s Bay Conservancy of the Department of Conservation (excluding Chatham Islands), and the area of jurisdiction of the East Coast/Bay of Plenty Conservation Board shall be aligned to the area of jurisdiction of the East Coast/Bay of Plenty Conservancy.

Pursuant to section 6P(2) of the Conservation Act 1987 and section 15 of the Interpretation Act 1999, I hereby cancel the appointments to the East Coast/Hawke’s Bay Conservation Board, and the vacancies on the Bay of Plenty Conservation Board and on the Wellington Conservation Board which were publicly notified in national newspapers in March 2009. Nominations for membership of the Wellington/Hawke’s Bay Conservation Board and the East Coast/Bay of Plenty Conservation Board are now being sought – see the website www.doc.govt.nz/gettinginvolved

General User Spectrum Licence (UHF Radiomicrophone) Notice 2009
Pursuant to section 48 of the Radiocommunications Act 1989, and acting on behalf of the Chief Executive of the Ministry of Economic Development, being the manager for the range of frequencies specified in the record of management rights numbers 1 and 2, I give the following notice.

Short title and commencement:
(a) This notice is the General User Spectrum Licence (UHF Radiomicrophone) Notice 2009.
(b) This notice comes into force on 26 June 2009. -
General user spectrum licence—A general user spectrum licence is granted to every person to transmit radio waves using radio microphones or wireless microphones, in accordance with the terms, conditions and restrictions of this notice.

Terms, conditions and restrictions—The terms, conditions and restrictions of this notice are set out in Schedule A (Licence No. 219378) and Schedule B (Licence No. 219379) of this notice.

Revocation—This notice revokes notice go3322 (UHF Radiomicrophone—Form 7 Spectrum Licence) published in the New Zealand Gazette, 29 May 2003, No. 57, page 1592.

This licence will commence upon this notification.

The expiry date of this licence is 11 March 2010.

The frequencies that apply to this licence are as follows:
(a) The characteristic frequency for this licence is 550 MHz.
(b) The frequency band is 518 MHz to 582. -
Unwanted emission limits applying to emissions from the transmitter (expressed as the maximum e.i.r.p. (in dBW) of those emissions):
(a) Limits applying to frequencies below the lower boundary frequency: -50dBW.
(b) Limits applying to frequencies above the upper boundary frequency: -50dBW. -
The maximum power, designation of emissions and horizontal radiation pattern permitted under this licence are as follows:
(a) Maximum power of emissions: -3 dBW.
(b) Designation of emissions: 300KF3EGN.
(c) Horizontal radiation pattern of antenna (maximum e.i.r.p. (in dBW) per sector in degrees relative to True North): 0 degrees up to 360 degrees: -3 dBW. -
The location of the transmitter, the antenna polarisation and antenna height are as follows:
(a) The area within which the transmitter or transmitters may transmit under this licence is all New Zealand.
(b) The antenna polarisation is: Non-specific.
(c) The antenna height: Non-specific. -
There are no protected locations or areas under this licence.

The authorities that apply to this licence are as follows:
(a) This licence is not transferable.
(b) This licence may be cancelled by the manager acting alone.
(c) This licence may be modified by the manager acting alone. -
Conditions applying to the exercise of the rightholder’s rights under this licence are:
(a) Transmissions pursuant to this licence are limited to transmissions using radio microphones or wireless microphones.
(b) Broadcast transmissions, as defined in the Broadcasting Act 1989, are not permitted.
(c) Transmitters must conform to technical standards for Short Range Devices as prescribed in a notice made under Regulation 32(1)(b) of the Radiocommunications Regulations 2001.
(d) Frequency use is on a shared basis and the manager does not accept liability under any circumstances or any loss or damage of any kind occasioned by the unavailability of frequencies or interference to reception.
