New Zealand Energy Efficiency and Conservation Strategy.

The Ministry of Economic Development will prepare a replacement strategy on my behalf.

Radiocommunications Act 1989

Radiocommunications Regulations (Prohibited Equipment – Radio Jammer Equipment) Notice 2009

Pursuant to Regulation 32(1)(i) of the Radiocommunications Regulations 2001 (“the Regulations”) made under section 134(1)(g) of the Radiocommunications Act 1989 (“the Act”), and acting under delegated authority from the chief executive, I give the following notice.

Notice

1. Short title and commencement—(1) This notice is the Radiocommunications Regulations (Prohibited Equipment – Radio Jammer Equipment) Notice 2009.

(2) This notice comes into force on 13 August 2009.

2. Interpretation—In this notice:

(a) radio jammer equipment means a radio transmitter designed or marketed to cause harmful interference to radiocommunications; and

(b) harmful interference as defined by the Act, means interference which endangers the functioning of a radionavigation service, or other safety services, or seriously degrades, obstructs, or repeatedly interrupts radiocommunications.

3. Prohibited equipment—The manufacture or sale of radio jammer equipment is prohibited.

Explanatory Note

This note is not part of the notice, but is intended to indicate its general effect.

This notice prescribes that, pursuant to Regulation 32(1)(i) of the Radiocommunications Regulations 2001, the sale or manufacture of radio jammer equipment is prohibited. This notice comes into effect on 13 August 2009.

Education Act 1989

Notice of Direction to Appoint a Limited Statutory Manager for the Board of Trustees of Riverhills School (1465)

Pursuant to section 78M of the Education Act 1989, I direct the Secretary for Education to appoint a limited statutory manager for the Riverhills School Board of Trustees because of the risks to the educational achievement of the students at the school.

The following functions, powers and duties of the board are to be vested in a limited statutory manager:

• All functions, powers and duties of the board as an employer (whether statutory or otherwise);
• all functions, powers and duties of the board in relation to property management (whether statutory or otherwise);
• all functions, powers and duties of the board in curriculum management including teaching and assessment practice (whether statutory or otherwise); and
• all functions, powers and duties of the board to manage financial operations (whether statutory or otherwise).

A limited statutory manager must also advise the board on the following:

• Ensuring areas for improvement identified in the May 2009 Education Review Office report are addressed; and
• consolidating all new and improved systems into board governance practice.

This notice takes effect the day after the date of publication.

Revocation of Notice of Direction to Appoint a Limited Statutory Manager for the Board of Trustees of Potaka School (2649)

The notice of direction to appoint a limited statutory manager for the board of trustees of Potaka School (as published in the New Zealand Gazette, 17 August 2006, No. 97, page 2869) is hereby revoked under section 78M(7) of the Education Act 1989.

This notice takes effect the day after the date of its publication.

Notice of Dissolution of the Board of Barrytown School (3290) and Direction to Appoint a Commissioner

Pursuant to section 78N(1) of the Education Act 1989, I hereby dissolve the board of Barrytown School and direct the Secretary for Education to appoint a commissioner to replace that board.
