Land Transport Rule: Operator Safety Rating 2008 (Rule
81002) – This Rule sets out key aspects of the proposed
Operator Safety Rating System. The objective is to
reduce crashes and related social costs by encouraging
and recognising compliance with land transport
legislation, and to enable enforcement efforts to be
targeted at operators with a below average record of
compliance who, consequently, present a risk to safety.
The Rule will come into force on a date to be notified in
the New Zealand Gazette.
Land Transport (Driver Licensing) Amendment Rule 2008
(Rule 91001/4) – This Rule amends Land Transport
(Driver Licensing) Rule 1999, which specifies the
requirements for obtaining and renewing a driver licence
or licence endorsement, and for providing driver
licensing services. From 1 September 2008, the
amendment Rule removes the requirement for drivers
applying to convert their overseas driver licence to a
New Zealand Class 1 (light four-wheeled vehicle) or
Class 6 (motorcycle) licence to pass a theory test, if their
overseas licence was issued by a specified country
whose licence holders are currently exempt from a
New Zealand practical driving test. Other changes in the
amendment Rule are aimed largely at clarifying existing
requirements in the 1999 Rule. This amendment Rule
comes into force on 16 June 2008.
Both Rules are available for inspection free of charge at the
National Office of Land Transport New Zealand, 7 Waterloo
Quay, Wellington, and will be available for purchase at
selected bookshops that sell legislation.

Brakes 2006
Approval of Computer Software
Pursuant to sub-clause 10.6(8) of Land Transport Rule:
Heavy-vehicle Brakes 2006 (“the Rule”), and pursuant to
the powers delegated to me by the Director of Land
Transport, I, Laszlo Andras Hidvegi, Principal Vehicle
Engineer, hereby approve the computer software specified
in Schedule 1 of this notice for the purpose of demonstrating
compliance with the requirements in Schedule 5 of the Rule,
subject to the condition in Schedule 2.
Schedule 1 – the software to be approved
Title: “WABCO Brake Calculation Program” of WABCO
Fahrzeugesystem Gmbh.
Version: WABCOBrake V6.07.04.03 and all subsequent
versions.
Schedule 2 – the conditions of the approval

WABCO Fahrzeugesystem Gmbh provides copies of the
subsequent versions of the software to Land Transport
New Zealand, together with additional information as it
may be necessary, before the subsequent version of the
software can be used in New Zealand. -
WABCO Fahrzeugesystem Gmbh and its representative
in New Zealand will ensure that the software is used
only by properly trained and authorised persons in
New Zealand, and will keep a continuously updated
register of those persons, and will make that register
available for the director or its representative if requested. -
WABCO Fahrzeugesystem Gmbh and its representative
in New Zealand will ensure that the programming and/or
reprogramming of any electronic device supplied by
WABCO Fahrzeugesystem Gmbh to the New Zealand
market for use in the control system of heavy vehicle
brakes, will only be carried out by persons specifically
trained and authorised by WABCO Fahrzeugesystem
Gmbh for such tasks.

- 1 from Maritime Rule 23.33(2) – re openings in watertight bulkheads – passenger ships (operating procedures and training)
- 1 from Maritime Rule 31A.13(1) – re crewing and watchkeeping – non-fishing vessels (unlimited area)
- 1 from Maritime Rule 31B.14 – re crewing and watchkeeping – non-fishing vessels (inshore area)
- 1 from Maritime Rule 40A.7(1)(a) – re design, construction and equipment – non-SOLAS passenger ships (design)
