4. Reasons for granting the exemption—The reasons for
   granting this exemption are:

(a) without an exemption, Orion and EAL would incur
significant expenditure and complexity in the fitting
of metering and communication equipment to its
networks for relatively low consumption volumes;

(b) the historical nature of the connections and
impracticability of connecting strictly in accordance
with the Rules;

(c) EAL and Orion have proposed a materially accurate
method to calculate consumption for settlement; and

(d) there will be little or no impact on other participants
and service providers and the proposed exemption
would not affect any other rules.
