the Hazardous Substances (Identification) Regulations
2001, Part 2 of the Hazardous Substances (Emergency
Management) Regulations 2001, and Regulations 11 and 12
of the Hazardous Substances (Disposal) Regulations 2001.

Land Transport Act 1998

Land Transport Rules

In accordance with section 161(2) of the Land Transport Act
1998, Land Transport New Zealand, on behalf of the
Minister of Transport, gives notice of the Minister’s
intention to make amendments to 10 Land Transport Rules,
and advises that draft Land Transport Rule: Omnibus
Amendment 2007 (Rule 10003) (“the draft Rule”) is available
for public comment.

The draft Rule proposes amendments to the following Land
Transport Rules:

Driver Licensing 1999 (Rule 91001)
Heavy Vehicles 2004 (Rule 31002)
Heavy-vehicle Brakes 2006 (Rule 32015)
Passenger Service Vehicles 1999 (Rule 31001)
Road User 2004 (Rule 61001)
Traffic Control Devices 2004 (Rule 54002)
Tyres and Wheels 2001 (Rule 32013)
Vehicle Dimensions and Mass 2002 (Rule 41001)
Vehicle Lighting 2004 (Rule 32005)
Vehicle Standards Compliance 2002 (Rule 35001/1)

The proposed Rule amendments would update vehicle
standards; bring into effect traffic signs approved by the
Director of Land Transport; make consequential changes
required as a result of changes to other land transport
legislation, including Rules; clarify existing requirements
and make other minor changes to Rules.

The draft Rule also proposes an amendment to the Driver
Licensing Rule that would remove the theory test
requirements applying to driver licence holders from
countries whose licence holders are exempt, under the
current Rule, from a practical driving test when they convert
to a New Zealand Class 1 (light, four-wheeled vehicles) or
Class 6 (motorcycles) licence.

the Rules to be amended have been advised of the
availability of the draft Rule.

Notice to Designate a Port Security Area—
Australian Worldwide Exploration Limited

I, Catherine Joy Taylor, Director of the Maritime
New Zealand, pursuant to section 45 of the Maritime
Security Act 2004, hereby give notice as follows.

The following fixed installation operated by Australian
Worldwide Exploration Limited is designated a port
security area:

The “Umuroa”, a Floating Production, Storage and
Offloading (FPSO) facility, approximately 27 nautical
miles west off the Taranaki coastline, at co-ordinates
latitude 39°25′39.776″S and longitude 173°14′12.446″E.

National Qualifications Framework for the retail and
wholesale industry.

(including print, radio and television) for a period of
18 months with effect from 20 April 2007.
