Electricity Governance Rules (Approval as Industrial Co-generating Station (No. 2) (Alinta Energy (New Zealand) Limited)) Notice 2007
Pursuant to Rule 8 of Schedule G9 of Part G of the Electricity Governance Rules 2003 (“Rules”), the Electricity Commission (“Commission”) gives the following notice.
Notice
- Title and date—(1) This notice is the Electricity Governance Rules (Approval as Industrial Co-generating Station (No. 2) (Alinta Energy (New Zealand) Limited)) Notice 2007.
(2) This notice is dated 31 July 2007.
- Approval—The following generating unit, owned by Alinta Energy (New Zealand) Limited (“Alinta”), is approved as an industrial co-generating station in accordance with Schedule G9 of Part G of the Rules:
● Kilns Co-generation Plant at the Glenbrook Power Station.
- Condition—This exemption is granted on the following condition:
● The industrial co-generating station must comply with dispatch instructions if the system operator has issued a formal notice as defined in Part A of the Rules.
- Reasons for granting the approval—The reasons for granting this exemption are:
(a) The system operator provided comments on the application and the condition noted above was added as a consequence;
(b) the plant fits the definition of industrial co-generating station as defined in Part A of the Rules. It derives its fuel source from a co-located industrial process, and the electricity produced by the co-generating station is used by that industrial process. Accordingly, the industrial process is dependent on the operation of the co-generation plant;
(c) because of this close link between the on-site industrial process and the co-generation plant, the generator is unable to comply with the standard dispatch tolerance; and
(d) granting approval will, in accordance with the Commission’s principal objectives and specific outcomes, encourage co-generation, thereby promoting and facilitating the efficient use of electricity and other resources. It will maintain the efficient use of resources by continuing to allow Alinta to fully utilise waste products for electricity generation. It will therefore maintain the incentives for co-generation.

Pursuant to Rule 8 of Schedule G9 of Part G of the Electricity Governance Rules 2003 (“Rules”), the Electricity Commission (“Commission”) gives the following notice.
Notice
- Title and date—(1) This notice is the Electricity Governance Rules (Approval as Industrial Co-generating Station (No. 3) (Todd Energy Limited and Whareroa Power Limited Unincorporated Joint Venture)) Notice 2007.
(2) This notice is dated 31 July 2007.
- Approval—The following generating units, owned by the Todd Energy Limited and Whareroa Power Limited Unincorporated Joint Venture (“the Joint Venture”), are approved as an industrial co-generating station in accordance with Schedule G9 of Part G of the Rules:
● All 5 units at the Whareroa Co-generator.
- Conditions—This exemption is granted on the following conditions:
● The industrial co-generating station must not deviate from the quantity set out in dispatch instructions by greater than ±1MW for longer than one trading period without making a revised offer.
● The industrial co-generating station must comply with dispatch instructions if the system operator has issued a formal notice as defined in Part A of the Rules.
- Reasons for granting the approval—The reasons for granting this exemption are:
(a) The system operator provided comments on the application and the conditions noted above were added as a consequence;
(b) the plant fits the definition of industrial co-generating station as defined in Part A of the Rules. Most of the electricity produced by the co-generating station is used by a co-located industrial process. Also, a by-product of the generation is then provided to that industrial process. Accordingly, the industrial process depends upon the operation of the co-generation plant;
(c) because of this close link between the on-site industrial process and the co-generation plant, the generator is unable to comply with the standard dispatch tolerance; and
(d) granting approval will, in accordance with the Commission’s principal objectives and specific outcomes, encourage co-generation, thereby promoting and facilitating the efficient use of electricity. It will maintain the efficient use of resources by continuing to allow the Joint Venture to fully utilise by-products of electricity generation in the industrial process. It will therefore maintain the incentives for co-generation.

Notice of Approval of Code of Practice
Pursuant to section 79(5) of the Hazardous Substances and New Organisms Act 1996, the Environmental Risk Management Authority advises that it has approved the Code of Practice for Labelling of Hazardous Substances.
This code is intended to provide a means of compliance with the requirements of the regulations made under the Hazardous Substances and New Organisms Act 1996 for identification of hazardous substances.
